4. ECP sets one week deadline for legislation on LB system

• At a time when the Punjab government is struggling hard to evolve consensus over the draft law on the new local government system, the Election Commission of Pakistan (ECP) has set one week deadline to make necessary legislation, failing which, the commission will announce the schedule of local bodies’ elections according to existing local government act.
• In a letter written to the government in this regard, the ECP has noted that the November 30 deadline to complete the process of legislation on new local governments had already expired, and little time was left now to make the delimitations. The ECP’s stance on the issue has come in response to Punjab government’s letter seeking two weeks’ time for the legislation. Citing the reason for the delay, the government had told the ECP that Punjab Assembly was not in session, and it was facing problems to enforce the new law through an ordinance.
• Also, the ECP has raised objections to a clause inserted in the draft law about the government’s decision to hold the local bodies’ elections through Electronic Voting Machines (EVMs). The ECP has told the Punjab government that holding of elections through EVMs was a policy matter which has to be decided by the Election Commission. It has also informed the government that three committees had been formed to formulate recommendations on the EVMs and a time frame has also been set for their reports which will be shared with the government
