1. LHC CJ Notification of judicial powers to commissioners, DCs suspended
• Lahore High Court Chief Justice Muhammad Qasim Khan on July 9, 2020 suspended a Punjab government`s notification, which conferred judicial powers upon commissioners and deputy commissioners in the province.
• Earlier, representing the petitioner, Barrister Momin Malik argued that under the Constitution the executive and judiciary were two separate entities and they couldn`t interfere into each other`s affairs.
• He said the provincial government on June 17 last delegated powers of class-I magistrate to commissioner and deputy commissioners in violation of the law.
• The counsel further argued that the impugned notification was ultra vires of Articles 2 and 9 of the Constitution as well as of section 14-A of Code of Criminal Procedure, 1898. He said as per judgments of the superior courts the executive couldn`t exercise judicial powers.
2. Educational institutions to reopen on Sept 15
• The government has decided to re-open all educational institutions from September 15, Federal Minister for Education Shafqat Mahmood said July 9, 2020.
• He, however, said that the health indicators of novel coronavirus (COVID-19) will be considered twice before implementing the decision.
• The minister said this while addressing a press briefing here after the meeting of National Command and Operations Center (NCOC) and Inter Provincial Education Ministers Conference (IPEMC).
3. US too places ban on PIA flights
• In a tough body blow to the national flag carrier, the US authorities on July 9, 2020 stopped the Pakistan International Airlines (PIA) from operating special flights from the United States, official sources in Washington and Islamabad said.
• The sources in the US confirmed the decision was based on an official Pakistani statement saying a number of PIA pilots could be possessing dubious licences/credentials.
• The European Union Aviation Safety Agency has already withdrawn the authorisation granted to the PIA to operate flights to and from its member countries. And several countries, including Malaysia and Vietnam, have started investigations into the credentials of Pakistani pilots and other aviation personnel working in their jurisdictions. The US Department of Transportation (DOT) expressed concern over Hight safety and revoked the special permission granted to PIA to operate special flights to and from the United States
4. Covid-19 may cause $3.6bn loss to GDP: WB report
• A new World Bank policy brief on the tourism sector of South Asia estimates that the potential loss to Pakistan`s gross domestic product (GDP) due to the impact of Covid-19 pandemic would be $3.64 billion, while Khyber Pakhtunkhwa province is likely to suffer $10 million to $20m in losses.
• The policy brief, `Covid19 and Tourism in South Asia`, further estimates that the impact of coronavirus outbreak has put at risk 880,000 jobs in the tourism sector of Pakistan.
• The highest impact of Covid-19 pandemic is on India which faces a potential loss of $43.4bn to the GDP, followed by Nepal with potential loss of $460m and the Maldives $700m to the GDP
5. WHO launches probe into its pandemic response
• The World Health Organisation, which faced fierce US criticism over its handling of the coronavirus crisis, launched an independent panel on July 9, 2020 to review its response to the pandemic.
• The Independent panel for Pandemic Preparedness and Response will be headed by former New Zealand prime minister Helen Clark and former Liberian president Ellen Johnson Sirleaf.
• `Through you, the world will understand the truth of what happened and also the solutions to build our future better as one humanity, World Health Organization chief Tedros Adhanom Ghebreyesus said at the UN agency`s headquarters in Geneva.
6. US court orders release of Trump tax records, rejects claim he enjoys immunity
• The US Supreme Court ruled on July 9, 2020 that President Donald Trump must hand over his tax returns to New York prosecutors but temporarily blocked Congress from accessing his financial records.
• The rulings prompted a string of furious tweets from Trump and were a setback to his claim of absolute immunity from criminal investigation while in office.
• At the same time, the rulings may allow Trump to keep his finances private until after the November presidential election.
7. Eurozone picks new chief as pandemic recession looms
• Eurozone finance ministers, known as the Eurogroup, will elect their new president on July 9, 2020, filling a key job just as the continent is facing the worst recession in EU history.
• Among the 19 ministers, three have bid for the post: Spain’s Nadia Calvino, the favourite who is part of Madrid’s left-wing government, Ireland’s centre-right Paschal Donohoe and Luxembourg centrist Pierre Gramegna.
• The job is considered one of the Europe’s key positions, along with the heads of the European Commission, EU Council and the European Parliament.
8. Lithuania tests digital waters with collector coin
• With several countries pushing forward to introduce digital currencies, eurozone member Lithuania rolled out July 9, 2020 an electronic collector coin as a pilot project to get some real experience with virtual money.
• `LBCOIN` can be purchased on the Bank of Lithuania`s e-shop by collectors from Thursday and will be issued on July 23, Lithuania`s central bank said in a statement.
• It consists of digital tokens which can be traded in for a credit card-shaped silver coin worth 19.18 euros the year of Lithuania`s declaration of independence
9. ‘Rising chance’ the world could exceed the key 1.5°C global warming
• There is a ‘rising chance’ that the world will exceed the key 1.5°C (2.7°F) global warming limit set by the Paris Agreement in the next five years, scientists said.
• World leaders agreed in 2015 to keep warming this century under 1.5°C above pre-industrial levels in order to avoid the worst impacts of climate change.
• However, experts found that there is one-in-five chance that global mean warming will exceed this limit for at least one year before 2024
10. Asia Cup 2020 postponed due to Covid-19: ACC
• As expected and already announced by BCCI president Sourav Ganguly on July 8, 2020 night, the Asia Cup-2020 scheduled for September this year has been officially postponed, the Asian Cricket Council (ACC) announced on July 9, 2020.
• According to an official announcement made after the Executive Board of the Asian Cricket Council (ACC) held on Thursday, the decision of postponement has been taken due to the prevailing the Covid-19 situation around the world and now Sri Lanka who are the hosts will decide the suitable dates to hold the event in 2021.
