1. Jadhav-specific law laid in NA amid opposition silence

• The government finally laid before the National Assembly on July 27, 2020 the controversial ordinance aimed at allowing Indian spy Kulbhushan Jadhav to have consular access in line with the International Court of Justice (ICJ) amid mysterious silence of the opposition which had previously prevented it from doing so through a strong protest and boycott of the proceedings.
• The ICJ (Review and Reconsideration) Ordinance 2020, which had been promulgated by the government in May, was among the five ordinances laid before the house by Adviser to the Prime Minister on Parliamentary Affairs Babar Awan as no one from the opposition benches made any objection to it.


2. Political crisis in 2017-18 led to widening deficits, delayed adjustments, says World Bank

• Procyclical fiscal policies as a result of internal political crisis in Pakistan widened the fiscal deficit in 2017-18, an assessment of two development policy operations in the country by the Independent Evaluation Group of the World Bank showed on July 27, 2020.
• `In 2017-2018 Pakistan went through another internal political crisis, and procyclical fiscal policies led to a fiscal deficit surge,` it noted.
• `The adoption of a new programme with the IMF was delayed for more than two years, until summer 2019, when the Government of Pakistan had completed a credible new effort to get the fiscal situation under control,` according to the project performance assessment report on the first and second programmatic fiscally-sustainable and inclusive growth development policy credit.


3. Punjab closes down markets, malls for nine days

• The Punjab government on July 27, 2020 imposed a fresh lockdown in the entire province for nine days directing closure of all retail outlets, markets, shopping malls and plazas to contain the spread of coronavirus on the occasion of Eidul Azha.
• Considering `smart lockdowns` in the province as a `success` story, the government notified lockdown from Monday midnight to Aug 5 (Wednesday) midnight to fight against the spread of coronavirus that was witnessed on the occasion of Eidul Fitr.
• The Eidul Fitr shopping spree had spiked in fecdons in the province.


4. For first time PA adjourned for 10 days

• In an unusual development, the Punjab Assembly session was adjourned for 10 days on July 27, 2020. This is the longest a session has been adjourned in the history of the provincial legislature.
• The opposition accused the government of taking this unusual step to meet the constitutional requirement of keeping the PA in session for at least 100 days in a parliamentary year, without actually having debate.
• The parliamentary year for the existing house begins from August 15. So far it has met for 94 days.
• The session started two hours and 10 minutes behind the scheduled time with Mian Muhammad Shafi in the chair


5. Muslim Family Law, 1961 (Amendment) Bill to be presented before cabinet

• The Ministry of Religious Affairs and Interfaith Harmony would soon present “The Muslim Family Law, 1961 (Amendment) Bill” to federal cabinet for approval as the proposed amendments to fine tune the Bill have almost been finalised.
• According to spokesman, an inter ministerial meeting, presided over by Secretary Religious Ministry Sardar Ajaz on July 27, 2020 deliberated the amendments proposed by the Research Wing of Religious Ministry and accorded its consent to most of the amendments.


6. Khunjerab Pass to open tomorrow

• The Khunjerab Pass will be temporarily opened from tomorrow (July 27, 2020) till August 10 to facilitate transportation of the containers loaded with goods stranded in China.
• The border point has been closed since May 1 to contain coronavirus transmission.
• It usually remains opened from May 1 to November end for trade and travel between Pakistan and China.
• According to a notification issued by the ministry of foreign affairs in Islamabad, the Khunjerab pass will be opened from July 29 to August 10 for the purpose of bringing in stranded containers loaded with goods only.


7. Iran moves mock aircraft carrier to sea amid US tensions

• Iran has moved a mock aircraft carrier to the strategic Strait of Hormuz amid heightened tensions with the United States, satellite photographs released on July 27, 2020 show, likely signalling the Islamic Republic soon plans to use it for live-fire drills.
• An image from Maxar Technologies taken on Sunday shows an Iranian fast boat speed towards the carrier, sending waves up in its wake, after a tugboat pulled her out into the strait from the Iranian port city of Bandar Abbas.
• Iranian state media and officials have yet to acknowledge bringing the replica out to the Strait of Hormuz, through which 20pc of the world`s oil passes. However, its appearance there suggests Iran`s paramilitary Revolutionary Guard is preparing an encore of a similar mock-sinking it conducted in 2015.


8. Chinese authorities take over closed US consulate in Chengdu

• The American flag was lowered at the US consulate in Chengdu on July 27, 2020 and Chinese authorities entered the building as Beijing carried out a Cold Warstyle retaliatory closure of the mission.
• Relations have deteriorated in recent weeks in an intensifying standoff between Washington and Beijing, with the Chengdu mission ordered to shut in retaliation for the forced closure of the Chinese consulate in Houston, Texas.
• Beijing confirmed that the consulate had closed at 10am (0200 GMT) on Monday.
• `Afterwards, Chinese authorities entered through the front entrance and took it over,` the foreign ministry said in a statement. Both consulates closed 72 hours after the respective orders were made.


9. Activists destroy statue of Napoleon`s empress

• Anti-racism activists have torn down a statue of Napoleon`s empress Josephine and another colonial figure in the overseas French territory of Mahinique, the latest test of President Emmanuel Macron`s vow not to erase controversial monuments.
• A statue of Josephine de Beauharnais, who was born to a wealthy colonial family on the island and later became Napoleon`s first wife and empress, was attacked by a crowd of people wielding clubs and ropes, according to a journalist in Foh-de-France on July 27, 2020.
• The emperor reintroduced slavery in French colonies in 1802, eight years after it had been banned under the French Revolution. Josephine`s statue was decapitated nearly 30 years ago and never repaired.


10. Malaysia to host Asian Champions League matches in East Asia

• Malaysia has been named the Asian Champions League`s centralised hub in East Asia with matches in the region due to restart in October, the continent`s football governing body said on July 27, 2020.
• Asia`s elite club competition was suspended in early March because of the COVID-19 pandemic and will resume in West Asia hub Qatar on September 14.
• Malaysia will host Group `G` and Group `H` matches from October 17-November 1 and a semi-final on November 28. It will also host last-16 games from the two groups on November 4 and two quarter-finals on November 25.
