1. PM unveils Rs120bn relief package

• Prime Minister Imran Khan on November 3, 2021 announced a Rs120 billion relief package providing subsidy on essential food items but warned people of another increase in petroleum prices in the near future.
• In an address to the nation, the prime minister promised to reduce prices of food items by 50 per cent if the opposition leaders` families brought back even half of the money to the country they had looted over the last three decades.
• He gave a detailed comparison of prices of oil and essential items in the world with those in Pakistan and feared another gas crisis during the current winter


2. Council of Common Interests gets permanent secretariat, finally

• The federal government has finally notified the setting up of a permanent secretariat for the Council of Common Interests (CCI).
• `In pursuance of Article 154(3) of the Constitution of the Islamic Republic of Pakistan, the federal government has been pleased to establish a permanent Secretariat of the CCI with immediate effect, which shall have the status of a division,` said a notification issued by the Cabinet Division here on November 3, 2021.
• Through an `Office Memorandum`, the Cabinet Division also announced approval of amendments to the Rules of Business 1973 to cover the status, reporting channel and procedure for the functioning of the newly established CCI secretariat `which shall be headed by the secretary of the CCI.


3. Senate body rejects bill declaring women`s inheritance fundamental right

• The Senate Standing Committee on Law and Justice on November 3, 2021 rejected two constitution amendment bills, including the one seeking to declare women`s inheritance a fundamental right, with a majority vote.
• The committee, however, approved two other constitution amendment bills, including the one seeking to authorise advisers to the chief ministers to participate in the proceedings of the provincial assemblies.
• The committee which met under Syed Ali Zafar of the ruling Pakistan Tehreek-i-Insaf (PTI), was to take up a heavy legislative agenda that included 11 private member`s constitution amendment bills, but it had to defer most of them due to the absence of the movers.


4. KP govt allows all candidates to sit PMS exam

• The Khyber Pakhtunkhwa cabinet on November 3, 2021 nullified the screening test conducted earlier this year for the provincial civil service examination and allowed all over 33,000 candidates to sit the Provincial Management Service (PMS) examination.
• The development comes on the demand of the candidates, according to the government.
• The cabinet met here with Chief Minister Mahmood Khan in the chair and ministers, chief secretary Dr Kazim Niaz and administrative secretaries in attendance


5. China expanding its nuclear arsenal faster than anticipated, says Pentagon

• China is expanding its nuclear arsenal much more quickly than anticipated, narrowing the gap with the United States, the Pentagon said in a report published on November 3, 2021.
• China could have 700 deliverable nuclear warheads by 2027, and could top 1,000 by 2030 an arsenal two-and-a-half times the size of what the Pentagon predicted only a year ago, according to the report.
• The People`s Republic of China (PRC) `is investing in, and expanding, the number of its land-, sea and air-based nuclear delivery platforms and constructing the infrastructure necessary to support this major expansion of its nuclear forces.


6. Finance takes centre stage at UN climate talks

• Focus at the COP26 summit turned on November 3, 2021 to how the world will pay for its ambitions to quit fossil fuels and help vulnerable nations survive climate change, as campaigners expressed scepticism over promises of billions from financiers and governments.
• After a world leaders` summit yielded a landmark deal slashing methane emissions, negotiators are now tasked with keeping alive the Paris Agreement goal of limiting warming to 1.5 degrees Celsius.
• But a simmering diplomatic spat between the United States, China and Russia over their climate action ambitions showed the fragile nature of talks aimed at averting disastrous global heating


7. Unicef to directly fund Afghan teachers

• The United Nations children`s agency said it was planning to set up a system to directly fund Afghan teachers, after the international community placed a freeze on funding to the Taliban-led administration.
• `Unicef is setting up a system that will allow direct payments to teachers without the funds being channelled through the de facto authorities,` Jeannette Vogelaar, Unicef Afghanistan`s Chief of Education, said in an email.
• In preparation, she said, Unicef would begin registering all public school teachers.


8. S. African author Galgut wins Booker Prize

• South African author and playwright Damon Galgut won the Booker Prize on November 3, 2021 for his novel The Promise, about a white family`s failed commitment to give their Black maid her own home.
• It was Galgut`s third nomination for the 50,000 pounds ($68,175) English language literary award.
• `It`s taken a long while to get here and now that I have, I kind of feel that I shouldn`t be here,` he said in his acceptance speech.


9. Sharma-inspired India crush Afghanistan to stay alive

• Opening batsman Rohit Sharma hit a blistering 74 to set up India`s first win at the Twenty20 World Cup with a 66-run drubbing of Afghanistan on Wednesday as Virat Kohli`s team avoided a shock early exit.
• The Indian batting finally fired with Sharma and K.L. Rahul, who made 69, putting on 140 for the opening wicket to guide India to 210 for two in their must-win Super 12 Group II game at the Zayed Cricket Stadium.
• The tournament`s highest total proved too much for Afghanistan who finished on 144-7 in 20 overs.


10. Guptill leads New Zealand to victory over Scotland

• Martin Guptill hit 93 and became only the second man to pass 3,000 Twenty20 International runs as New Zealand defeated Scotland by 16 runs at the ICC T20 World Cup on November 3, 2021.
• New Zealand made 172-5 before Scotland battled to a respectable 156-5 off their 20 overs.
• The Kiwis` second win in three matches in the Super 12 stage kept them on course for the semi-finals
