1. First female colonel commandant installed

• Chief of the Army Staff (COAS) General Qamar Javed Bajwa on November 26, 2021 pinned the badges of rank to formally install Lieutenant General Nigar Johar as Colonel Commandant of Army Medical Corps (AMC).
• The first and only woman in Pakistan to reach the rank of three-star general has also become the first ever female colonel commandant of the AMC. She earlier served as surgeon general of Pakistan Army.
• The installation ceremony was held at AMC Centre in Abbottabad.


2. Senate body approves three child rights bills

• A parliamentary committee on November 26, 2021 unanimously approved the Juvenile Justice System (Amendment) Bill 2021, the Islamabad Capital Territory Child Protection (Amendment) Bill 2021 and the National Commission on the Rights of the Child (Amendment) Bill 2021 after a few amendments.
• Minister for Human Rights Dr Shireen Mazari briefed the Senate Standing Committee on Human Rights about the nature of the amendments that were minor and introduced to replace the word `government` with `concerned department` in order to avoid delays and bring clarity. She said these amendments would ensure timeliness as issues would be dealt by the ministry concerned rather than the cabinet.
• Headed by Senator Walid Iqbal, senior officers of the Ministry of Human Rights along with its attached departments and agencies were part of the proceedings


3. Pakistan may attend US democracy summit

• The US State Department on November 26, 2021 issued the final list of the nations invited to the Summit of Democracy Washington is hosting on Dec 9-10 and the list includes Pakistan.
• Diplomatic observers in Washington say that Pakistan is likely to participate in the 110-nation virtual summit, as it will boost its efforts to re-establish economic and political ties with the United States, which, until recently, was a close ally.
• `Prime Minister Imran Khan, who visited the United States in July 2019, will address the summit as well, if Pakistan agrees to participate,` a diplomatic source said.
• Those invited can confirm their participation by the end of next week


4. PTA to cut mobile termination rates from Jan 1

• The Pakistan Telecommunication Authority (PTA) has reduced the mobile termination rate (MTR) from Re0.70 per minute to Re0.50 with effect from Jan 1, 2022, an official statement said on November 26, 2021.
• MTR the price a cellular operator charges from another operator for terminating off-net calls will be further reduced to Re0.40 per minute from July 1 next year, the telecom regulator said.
• According to PTA officials, the reduction in MTR will directly or indirectly benefit callers in that it will offer more flexibility to operators to introduce new bundles for consumers.
• While the PTA claims that the decision has been made after thorough consultation with the telecom industry, some industry players have opposed the move. They argue that the reduction would affect the telecom industry`s efforts to improve the quality of service and coverage across the country, causing a potential loss of around Rs8-10 billion to the industry.


5. Lower Dir judge arrested for raping woman at official residence

• Police in Lower Dir district have arrested a senior civil judge on the charge of sexually assaulting a woman at his official residence.
• The incident took place on November 25, 2021 when the woman, a resident of Nishtarabad area of Peshawar, approached Balambat police station with the complaint of sexual assault against senior civil judge Jamshed Kundi.
• Police said that initial medical examination of the woman confirmed the occurrence of sexual assault.
• Judge Kundi was arrested and later presented before a local court on Friday, which granted his one day physical remand to police. Police had asked for three-day remand.


6. Tevta gets control of centre of excellence in Peshawar

• The Khyber Pakhtunkhwa government is set to launch youth skill training programmes in the province as the donors-funded TVET Sector Support Programme (SSP) has handed over a modern centre of excellence to the provincial Technical Education and Vocational Training Authority (Tevta).
• The centre handing over ceremony was held in Hayatabad on November 26, 2021, where adviser to the chief minister Abdul Karim Khan was present as the chief guest.
• First secretary of the EU Delegation to Pakistan Sven Ruesch, Cluster Coordinator for Training, Sustainable Growth and Decent Employment Opportunities, GIZ-Pakistan, OlafHandloegten, provincial Tevta managing director Sajjad Ali Shah and representative of the embassy of Germany Antonia Peters attended the event


7. Nato chief warns Russia of `costs` if it invades Ukraine

• Nato Secretary-General Jens Stoltenberg on November 26, 2021 warned Russia that any attempt to invade Ukraine would have costs, as concern mounts about a Russian military build-up near its former Soviet neighbour`s borders.
• Ukraine says Moscow kept about 90,000 troops near their common border following massive war games in western Russia earlier this year. The Ukrainian Defence Ministry said units of the Russian 41st army remain near Yelnya, about 260 kilometres north of the border.
• Moscow denies that its planning any invasion and refuses to provide details about troop movements on its own territory


8. Italy, France look to mend ties with new treaty

• France and Italy sought to move past recent tensions and signed a new treaty on November 26, 2021 to formalise their relations, against the background of a European Union in flux.
• French President Emmanuel Macron and Italian Prime Minister Mario Draghi put pen to paper in a ceremony full of pomp at Rome`s Quirinale palace of President Sergio Mattarella.
• An aerial acrobatics display by both countries` air forces followed, trailing the colours of the Italian and French flags across a clear autumn sky over the capital


9. Putin hosts Azeri, Armenian leaders in bid to defuse tensions

• Russian President Vladimir Putin on November 26, 2021 hosted the leaders of regional rivals Armenia and Azerbaijan for talks marking the first anniversary of a Moscow-brokered peace deal that ended fighting in the separatist region of Nagorno-Karabakh.
• In the southern city of Sochi, Putin held a bilateral meeting with Azerbaijan`s President Ilham Aliyev.
• Then the Russian president met with Aliyev and Armenia`s Prime Minister Nikol Pashinyan together, and after that he said he would have a separate bilateral meeting with Pashinyan.


10. New Covid variant named Omicron

• An advisory panel of the World Health Organisation on November 26, 2021 classified the worrying new Covid variant detected in South Africa as a highly transmissible virus of concern, naming it Omicron under its Greek letter system.
• The UN health agency said early evidence on the variant, until now known by the technical term B.1.1.529, has shown an increased risk of reinfection compared to other highly transmissible variants, indicating that people who contracted Covid and recovered could be more subject to catching it again with Omicron.
• The WHO suggested that the variant could pose greater risks than the delta variant, which was first detected in India and has been causing ravages worldwide
