April 28 2020: National / International Current Affairs

1. ECC approves Rs50bn support package for SMEs

• The Economic Coordination Committee (ECC) of the cabinet on April 27, 2020 approved a support package of over Rs50 billion for small and medium enterprises (SMEs) and allowed negotiations with 11 countries for putting on hold repayment of $1.8bn debt for about a year.
• A meeting of the ECC presided over by Adviser to the Prime Minister on Finance and Revenue Dr Abdul Hafeez Shaikh also approved Rs3.02bn additional funding for fencing the Pakistan-Iran border on a demand made by the Ministry of Defence.
• Minister for Industries and Production Hammad Azhar told reporters after the meeting that the Rs50.69bn package approved by the ECC would provide indirect cash flow support to the SMEs through pre-paid electricity and would benefit about 3.5 million people. He said the cumulative bills of May, June and July of last year would be used as a benchmark to be financed by the government whenever these businesses start working. The facility would remain available for six months.

2. Prime Minister reshuffles media team for a third time

• In a surprise move, Prime Minister Imran Khan on April 27, 2020 replaced his special assistant on information Dr Firdous Ashiq Awan with retired Lt Gen Asim Saleem Bajwa and appointed Leader of the House in the Senate Shibli Faraz as federal minister for information and broadcasting a position that has been lying vacant for almost a year.
• The notification regarding Dr Firdous Ashiq`s removal from the position of the special assistant to the PM `with immediate effect` was issued by the cabinet division minutes after she left the PM Office after attending a meeting on the Covid-19 situation presided over by Prime Minister Imran Khan.
• The appointments of Mr Faraz and Mr Bajwa were first confirmed by federal Minister for Science and Technology Fawad Chaudhry, who had served as the first information minister of the Pakistan Tehreek-i-Insaf (PTI) government after the party had been declared successful in the July 2018 general elections. Since Dr Awan`s appointment as the Special Assistant to Prime Minister in April last year, the information ministry was functioning without a federal minister.

3. Sindh Cabinet approves Covid-19 Emergency Relief Ordinance

• The Sindh government on April 27, 2020 accorded approval to the “Sindh Covid-19 Emergency Relief Ordinance 2020” during the meeting of the provincial cabinet held in Karachi.
• Chief Minister Syed Murad Ali Shah presided over the cabinet meeting. Now, the ordinance will be sent to Governor Imran Ismail for approval.
• According to the ordinance, no employee will be fired from job and a person working in private sector must be paid salary. School fees will be waived off by 20 percent only for the months of April and May 2020.
• Similarly, the electricity bills will have to be discounted in stages while house rents will have to be discounted in any case

4. India has world`s third biggest defence spending now

• India had the world`s third biggest military budget last year, behind the United States and China, the Stockholm International Peace Research Institute (Sipri) said in its annual report released on April 27, 2020.
• India`s military spending of $71 billion was 6.8 per cent higher over its 2018 expenditure. It grew by 259 per cent over a 30-year period stretching from 1990 to 2019 and by 37 per cent over the 2010-19 decade.
• However, in terms of GDP, New Delhi`s military burden fell from 2.7 per cent in 2010 to 2.4 per cent in 2019, according to the report, `Trends in World Military Expenditure, 2019` India`s tensions and rivalry with China and Pakistan are among the major drivers for its increased military expenditure, the report observed

5. US imposes new trade restrictions on China

• The United States on April 27, 2020 posted rule changes that impose new restrictions on exports to China, including on civil aircraft components and items related to semiconductors.
• The new rules will require licenses for US companies to sell certain items to military entities in China even if they are for civilian use, and do away with a civilian exception that allows certain US technology to be exported without a license, if they are for anon-military entity.
• The rules, which were posted for public inspection and will be published in the Federal Register on Tuesday, could hurt the semiconductor industry and sales of civil aviation equipment to China

6. Back to school in China as lockdowns start to ease

• Children in China`s two most important cities went back to school on April 27, 2020 after more than three months at home, as coronavirus restrictions eased and governments around the world began charting a path out of the pandemic lockdown.
• Europe`s four worst-affected countries all reported marked drops in their daily death tolls, offering hope that the outbreak may have peaked in some places at least for now.
• But leaders and experts remain divided on how quickly to revive shuttered economies while maintaining a delicate balance between freedom and safety.

7. Wear masks or sweep streets, Madagascar govt orders

• Madagascar police forced citizens caught outside without a coronavirus face mask to sweep pavements on April 27, 2020, law enforcement officials said.
• President Andry Rajoelina has made it compulsory to wear face coverings outdoors in the capital Antananarivo, as well as in the cities of Fianarantsoa and Toamasina, to curb the spread of coronavirus.
• The new rule, which came into force on Monday, was announced on April 20 alongside the gradual lifting of lockdown measures in the three main cities. Authorities warned that citizens leaving the house without face masks would face community service

8. Afghan violence increased after US-Taliban deal: UN

• Violence surged in Afghanistan in the weeks after the United States and the Taliban signed a deal supposed to pave the way for a peace process, a UN agency said on April 27, 2020.
• In all, fighting in the first three months caused 1,293 civilian casualties, of which 760 were injuries and the rest deaths, including 152 children and 60 women, the UN Assistance Mission in Afghanistan (UNAMA) said in a quarterly report.
• Afghans had enjoyed a period of relative calm ahead of the Feb 29 accord, but the conflict resumed almost as soon as the deal was signed, and the militant group has since rejected multiple calls for a ceasefire during the holy month of Ramazan.`The report tracks a disturbing increase in violence during March at a time when it was hoped that the government of Afghanistan and the Taliban would commence peace negotiations, as well as seek ways to defuse the conflict and prioritise efforts to protect all Afghans from the impact of Covid-19, UNAMA said

9. 15,000 year-old drawings of ‘woolly mammoths & rhinos’ are identified

• Amazing rock art depicting ‘woolly mammoths and rhinos’ were created by an ancient man at least 15,000 years ago, says a new study. The petroglyphs straddling the border between Russia and Mongolia are 7,000 years older than previously thought.
• The finds at the ancient alfresco ‘art gallery’ have been confirmed in a detailed study by scientists. They depict rhinoceroses and the extinct woolly mammoths, rather than fantastical creatures with trunks, as earlier suspected. It is known the woolly beasts became extinct in this region some 15,000 years ago which means the rock depictions by Palaeolithic artists are at least this old.

10. Umar Akmal banned for three years over anti-graft code breach

• Umar Akmal`s controversy-filled career took a turn for the worst on April 27, 2020 when the Pakistan batsman was banned from all forms of cricket for three years after failing to report match-fixing approaches before this year`s Pakistan Super League edition.
• Pakistan Cricket Board`s disciplinary committee chairman retired Justice Fazal-e-Miran Chauhan found the 29-year-old guilty of breaking anti-corruption codes after a brief hearing of the PCB, which charged the player with two breaches, at the National Cricket Academy.
• Umar, who turns 30 in May, withdrew a challenge to the charges last month.
• He decided to represent himself at the hearing, while the PCB was represented by its legal adviser Taffazul Rizvi
