  1. Rules framed for top nuclear body being kept secret
    • The National Command Authority (NCA) Act about the command and control of strategic assets was passed after open public discussion in parliament in 2010, but the rules framed under it are still being kept a closely guarded secret and the authorities concerned seem reluctant in placing them even before the house despite repeated requests by the members of two committees of the Senate over the past two years.
    • The NCA is the apex civilian-led command headed by the prime minister to oversee the policy formulation, exercises, deployment, research and development, and operational command and control of the country`s nuclear arsenals.
    • The last periodic report of the Senate Committee on Delegated Legislation recently laid before the house raised some questions about the operationalisation of the NCA Act, but it escaped notice in the maze of over two dozen reports by various committees during the last days of the outgoing Senate.
    • The 8th quarterly report of the committee for the period January to March presented by its chairmanTaj Haider showed as to how the committee members found themselves helpless and powerless when the defence secretary despite being present in the Parliament House building sent a request for postponement of the agenda item despite knowing that it was the last meeting of the committee.
  2. Pakistan all set to seek $2 bn from friendly country
    • According to daily News, with the general elections looming and the federal budget on the anvil, the government is all set to knock at the doors of friendly countries to rattle up two to three billion US dollars to meet international obligations.
    • Initially two friendly countries have been contacted and the response was optimistic. This will almost be the same arrangement as was managed during the early days of Musharraf government.
    • As per the arrangement being negotiated with a friendly country, a trusted friend of Pakistan has assured of depositing about $2 billion in its account as safe deposit as was done in 2000. It means that this amount will reflect in Pakistan’s account to keep its image positive but Pakistan will not be able to use this amount, sources confided.
  3. Emergency lifted in Sri Lanka
    • Sri Lanka`s president announced on March 18, 2018 he was lifting a nationwide state of emergency imposed 12 days ago to quell anti-Muslim riots in which three people died and hundreds of shops were destroyed.
    • Maithripala Sirisena said improvements in the security situation prompted him to end the emergency, under which security forces and the police had sweeping powers to detain suspects.
    • Much of the anti-Muslim violence was concentrated in the central district of Kandy, 115 kilometres northeast of Colombo.Police said the situation in the picturesque hill resort has returned to normal.
  4. Putin wins fourth term, but opposition cries foul
    • Vladimir Putin won Russia`s presidential election on March 18, 2018 with almost 74 % of the vote.
    • Mr Putin, who has ruled Russia for almost two decades, stood against seven other candidates, but his most vocal critic Alexei Navalny was barred from the ballot for legal reasons and the final outcome was never in doubt.
    • The Kremlin was hoping for high voter numbers to give greater legitimacy to Mr Putin`s historic fourth term as Russia faces increasing isolation on the world stage over a spy poisoning in Britain and a fresh round of US sanctions.
  5. Syeda Warsi wins libel payout from Jewish News over defamatory allegations
    • Baroness Sayeeda Warsi, Britain’s first Muslim female cabinet minister and former Chair of the Conservative Party has won llibel damages and legal costs from the influential Jewish News over an article that wrongly suggested she had sought to excuse the actions of Islamic State (ISIS) terrorists.
    • After Sayeeda Warsi took legal action and sued the publication for defamation and libel, the Jewish News has published a front page apology and agreed to pay Warsi £20,000 in damages, which she said she is donating to a handful of charities, as well as her legal costs.
    • The defamatory article, which was also published on Jewish News Online, was written by former army officer Colonel Richard Kemp in which the author claimed that Warsi had objected to action being taken against British Muslims who murder and rape for the terror group. Warsi said in her libel action that these claims were “untrue and offensive”.
  6. Nadra launches Mobile Registration Cars project
    • National Database & Registration Authority (Nadra) is endeavouring for rapid and immediate provision of transparent computerized national identity documents and completion of all requirements of public registration at their doorsteps.
    • As per directions of the Supreme Court of Pakistan and Election Commission of Pakistan, such adult Pakistani citizen men and specially women of far flung and backward areas of Nadra Regional Office Punjab, Lahore Region’s districts Lahore, Gujranwala, Narowal, Sialkot, Sheikhopura, Nankana and Kasur, who could not get their identity cards prepared as yet, for them to bring further speedy steps towards national registration, by taking prompt action on the special vision and directives of Nadra Chairman Usman Yousaf Mobin under the supervision of Nadra Punjab Director General, Lahore Region Syed Saqlain Abbas Bukhari the Nadra Lahore Regional Office has initiated “Nadra Mobile Registration Car” Project for 3 months period.
  7. Japan awards scholarships to Pakistani students
    • Japan has awarded Ministry of Education, Culture, Sports, Science and Technology Research and Undergraduate Scholarships for Masters, Doctorate and bachelor’s degrees for the year of 2018 to 11 students of Pakistan.
    • The scholarship known as ‘MEXT’ is aimed to provide them with an opportunity to pursue higher studies in their respective fields at the leading public sector universities in Japan.
    • The embassy organized a pre-departure orientation for the scholarship grantees who will shortly leave for Japan to undertake their higher studies.
  8. Asean leaders tackle Rohingya crisis and urge South China Sea calm
    • Australia and its Asean neighbours vowed to boost defence ties while stressing the importance of non-militarisation in the disputed South China Sea on March 18, 2018 at a summit where the “complex” Rohingya crisis took centre stage.
    • Leaders from the Association of Southeast Asian Nations, at the three-day meeting in Sydney, also agreed to work more closely to tackle the growing menace of violent extremism and radicalisation.
    • But while a final communique noted a resolve to “protect the human rights of our peoples”, it failed to condemn member state Myanmar’s treatment of the Muslim-minority Rohingya. Nearly 700,000 Rohingya have fled the troubled Rakhine state for Bangladesh since authorities launched a brutal crackdown six months ago that the UN has called “ethnic cleansing”.
  9. British teacher wins Global Teacher Prize
    • Briton Andria Zafirakou, who works in a school in one of the UK’s poorest areas, on Sunday won the $1 million Global Teacher Prize for 2018 at a star-studded ceremony in Dubai.
    • The arts and textiles teacher from the Alperton Community College of Brent, an inner-city school in London, was among 10 finalists from around the globe for the annual award. Thirty thousand candidates were in the running.
    • Dubai ruler Sheikh Mohammed bin Rashid Al-Maktoum and British Prime Minister Theresa May were among the first to congratulate her.
  10. China’s parliament gives Premier Li second term
    • China’s parliament gave Premier Li Keqiang a second five-year term on March 18, 2018, but he faces a tenure deeper in the shadow of the country’s powerful leader Xi Jinping.
    • Li was re-appointed with 2,964 votes in favour and two against during the annual session of the National People’s Congress at Beijing’s Great Hall of the People, one day after Xi was unanimously given a second term.
    • Appointed in 2013 to oversee the day-to-day management of the world’s second-largest economy, Li, 62, has seen Xi consolidate power, accumulate titles and surround himself with powerful allies.
