  1. PATA also to be merged into KP
  • The government has decided to also merge Provincially Administered Tribal Areas (PATA) into Khyber Pakhtunkhwa along with FATA.
  • The bill in this regard will likely to be tabled before the Parliament for legislation on May 24, 2018.
  • Prime Minister Shahid Khaqan Abbasi on May 22, 2018 held a meeting with heads of Parliamentary parties in his chamber and issues relating to FATA and PATA merger in Khyber Pakhtunkhwa came under discussion.
  • It was further decided in the meeting that Federal Crimes Regulation (FCR) would not be revoked at once and the government would remove some of its draconian clauses to make it acceptable till the time the administrative and judicial infrastructure would be set up in these areas.
  • The timeline for the merger would be one year but the exercise would most likely to be completed much earlier. After the merger of both FATA and PATA the people of these areas would be given representation in provincial legislature.
  • According to the proposed 30th constitutional amendment bill, these areas would be getting 23 provincial assembly seats in the Khyber Pakhtunkhwa Assembly.
  1. Sindh passes Rs271b budget for 3 months
  • The Sindh Assembly on May 22, 2018 passed the provincial budget for the year 2018-19 with an authentication of Rs 271.633 billion for the first three months.
  • The chief minister Sindh Syed Murad Ali Shah had earlier presented a budget of Rs 1.14 trillion in the provincial assembly on May 10 but announced that after consultations with the party they had decided to give authentication for the expenditure of only first three months.
  • On May 22, 2018, the assembly passed 153 demands for the grants of budget for the year 2018-19 for three months amounting to over Rs 271.633 billion.
  • The chief minister also had the portfolio of the finance minister.
  1. Veteran advertising professional passes away
  • A veteran in the field of advertising, Shoaib Mir, passed away on May 21, 2018 night. He was 71.
  • Mr Mir was suffering from stomach cancer for long and under treatment at Shaukat Khanum Memorial Hospital.
  • Shoaib Mir was a visiting faculty at Beaconhouse National University (BNU), a communications consultant and creative writer. He has to his credit creation of several iconic advertising campaigns in the five decades that he worked with all the major advertising firms of the country.
  • He graduated from the University of Punjab and started his advertising career from Prestige Communications, Karachi as a copywriter in March 1969. He later went on to work with Scan Communications, Blazon, Manhattan Leo Burnett, Orient McCann, Lowe & Rauf, Orient Advertising and Midas. He was teaching at BNU till he passed away.
  1. WB says it`s seeking amicable solution to Pakistan-India water dispute
  • The World Bank said on May 22, 2018 that it was holding talks with a Pakistani delegation to seek an amicable resolution of its water dispute with India.
  • A Pakistani delegation, headed by Attorney General Ashtar Ausaf Ali, arrived in Washington on May 20, 2018, a day after Indian Prime Minister Narendra Modi inaugurated a controversial dam in India-held Kashmir, which Pakistan fears will reduce its share in the waters of the Indus and its tributaries. The Indus system of rivers comprises three western rivers the Indus, Jhelum and Chenab and three eastern rivers the Sutlej, Beas and Ravi. The controversial Kishanganga dam is built on the Neelum river, which is a tributary of the Jhelum river.
  • The 1960 Indus Waters Treaty gives Pakistan exclusive use of the western rivers, the Jhelum, Chenab and Indus, while the eastern rivers Ravi, Beas and Sutlej go to India.
  1. SC disqualifies PML-N lawmaker for life
  • The Supreme Court on May 22, 2018 disqualified a Pakistan Muslim League-Nawaz member of the Punjab Assembly for life under Article 62(1)(f) of the Constitution.
  • Raja Shaukat Aziz Bhatti was disqualified for giving a false affidavit with his nomination papers for contesting the general elections in 2008.
  • Raja Bhatti contested the elections from PP-4 Rawalpindi-IV in May 2013 and was declared the returned candidate.

  1. ECNEC approves Rs506.8b updated cost for NJHP
  • The Executive Committee of the National Economic Council (ECNEC) on May 22, 2018 has approved updated cost of Rs506.81 billion for the Neelum Jhelum Hydroelectric Project (NJHP).
  • The Ecnec, chaired by Prime Minister Shahid Khaqan Abbasi, has approved projects costing Rs775 billion.
  • The meeting has approved 4th Revised PC-1 of Neelum Jhelum Hydroelectric Project at an updated cost of Rs506.808 billion. The ECNEC in 2002 approved the project at the cost of Rs84.502 billion. The cost of the project scaled up to Rs277.502 billion which the Ecnec approved in 2012.
  • And then the cost of project was revised upward by 86 percent to Rs404 billion mainly because of the inclusion of duties, taxes which further increased up to Rs500.343 billion because of the inclusion of IDC (interests during cost) till completion of the project and the cost of the consultant.
  • The Central Development Working Party (CDWP) has recently approved consultants for third-party validation of the Neelum-Jhelum Hydropower Project at a cost of Rs100 million.
  1. Palestine asks ICC to open probe into Israel crimes
  • Palestinian Authority Foreign Minister Riyad al-Malki submitted a referral on May 22, 2018 to the International Criminal Court (ICC) asking prosecutors to immediately open a formal investigation into accusations of Israeli crimes in the occupied Palestinian territories.
  • “The State of Palestine took an important and historic step towards justice for the Palestinian people who continue to suffer from ongoing, widespread and systematic crimes,” Malki told press after meeting with ICC prosecutor Fatou Bensouda.
  • He said the referral addressed a myriad of issues including “settlement expansion, land grabs, illegal exploitation of natural resources, as well as the brutal and calculated targeting of unarmed protesters, particularly in the Gaza Strip”.
  1. Scientists discover how breast cancer hibernates
  • Scientists have identified the mechanism that allows breast cancer cells to lie dormant in other parts of the body only to reemerge years later with lethal force, according to a study published May 22, 2018.
  • In experiments with human cells and live mice, researchers showed that disabling the mechanism – with drugs or gene manipulation – crippled the cancer cells and inhibited their capacity to spread.
  • The discovery, reported in the journal Nature Communications, provides a promising target for the development of breast cancer therapies, the study said.
  • Some 90 percent of breast cancer deaths occur with metastasis, when the disease moves to other organs or parts of the body.
  • Scientists have struggled to understand how cancer cells manage to remain hidden – sometimes for decades.
  1. For the first time in 226 years, woman to lead NYSE
  • The New York Stock Exchange for the first time in its 226year history will be led by a woman.
  • Stacey Cunningham, who started her career as a floor clerk on the NYSE trading floor, will become the 67th president of the Big Board.
  • That means that two of the world`s most well-known exchanges will be led by women. Adena Friedman became CEO of Nasdag in early 2017.
  • Current NYSE President Thomas Farley, is leaving to head a special purpose acquisition company.
  1. Tech ‘Nobel’ awarded to Finnish physicist for small smart devices
  • Finnish materials physicist Tuomo Suntola, who developed a groundbreaking technology to reduce the size of complex devices, on Tuesday won Finland’s take on the Nobel science prizes.
  • The 74-year-old was awarded the Millennium Technology Prize worth one million euros ($1.18 million).
  • “Suntola’s prize-winning ALD (atomic layer deposition) innovation is a nanoscale technology in use all over the world,” the Technology Academy Finland, which awards the biennial prize, said in a statement.
  • His technology is used to manufacture ultra-thin material layers for a variety of devices such as computers, smartphones, microprocessors and digital memory devices, enabling high performance in small size.
