1. Ministerial body set up to hold 2023 polls thru EVMs

• The federal cabinet on November 23, 2021 established a ministerial committee for holding the 2023 general elections through electronic voting machines (EVMs), in which over nine million overseas Pakistanis will exercise their right of franchise for the first time.
• The committee comprises Adviser to the Prime Minister on Parliamentary Affairs Dr Babar Awan, Railways Minister Azam Swati, Minister for Science and Technology Shibli Faraz, Minister for Information Technology Aminul Haq and the attorney general.
• It will also address the concerns of the Election Commission of Pakistan (ECP).

2. PTI senator Ayub Afridi resigns

• PTI lawmaker Ayub Afridi was appointed as adviser to the prime minister on overseas Pakistanis hours after resigning as Senator to pave way for Shaukat Tarin`s entry into the house to become finance minister again.
• `This [seat] was entrusted to me by the party and the prime minister and I happily returned it,` Mr Afridi said in a video message from the parliament after his resignation was accepted by the Senate chairman.
• Mr Afridi explained that hehad been asked by Prime Minister Imran Khan to resign, but had been told to wait due to the joint session of the parliament

3. PM launches system to check tax evasion in sugar industry

• Prime Minister Imran Khan on November 23, 2021 inaugurated a track and trace system (TTS) of the Federal Board of Revenue (FBR).
• The T TS will help the government monitor the movement of sugar from factories in order to check tax evasion.
• The sugar industry has emerged as the second sector after cigarettes to be brought under the electronic monitoring system. The FBR is planning to bring the beverage, cement, fertiliser, iron and petroleum sectors under this system.
• Speaking on the occasion, the prime minister said that people had no trust in the tax system of the country, but he did not elaborate on the measures his government had taken for restoring people`s confidence in the tax system over the past three years

4. Cabinet approves draft of LG Act with consensus

• The 49th provincial cabinet meeting, which met here under the chair of Chief Minister Usman Buzdar, approved several laws along with consensus passage of the draft of Punjab Local Government Act (PLGA) 2021.
• According to the government, the new LG system will empower the people through devolution of power at the grassroots.
• The meeting reversed the decision to increase commercial property tax to provide relief to the traders. Those who have deposited commercial property tax amounts would be adjusted in the next tax fees.

5. Cabinet okays Rs134bn payment to IPPs

• The federal cabinet green-lighted the payment of Rs134 billion to independent power producers (IPPs) as a second instalment, Minister for Information and Broadcasting Fawad Chaudhry said on November 23, 2021.
• The announcement was part of the cabinet`s approval of the decisions taken by the Economic Coordination Committee on Nov 15, Mr Chaudhry said while apprising media personnel about decisions taken in the federal cabinet meeting chaired by Prime Minister Imran Khan on Tuesday.
• In June, the government completed Rs89.2bn transactions as the first instalment of payments to 20 IPPs from the Rs403bn committed under a settlement agreement with 46 IPPs signed in February

6. AJK cabinet decides to grant voting rights to overseas Kashmiris

• The Azad Jammu and Kashmir (AJK) cabinet on November 23, 2021 decided to grant voting rights to overseas Kashmiris by doing the requisite legislation at the earliest.
• The cabinet meeting, presided over by Prime Minister Sardar Abdul Qayyum Niazi, also accorded approval to an amended law aimed at establishing a special fund for the welfare of widows and orphans.
• The cabinet was of the view that taking care of the destitute would help reduce social evils and other crimes.
• In order to collect data of deserving persons who could benefit from the Ehsaas Programme, the cabinet decided to follow the process adopted in Pakistan for the purpose.

7. Protocol signed for export of onion to China

• Pakistan will export onion to China under a protocol signed on November 23, 2021, paving the way for more Pakistani agriculture products to reach Chinese markets.
• The protocol for inspection and quarantine requirements for export of onion from Pakistan to China between the Department of Plant Protection (DPP) and General Administration of Customs China (GACC) was signed by Minister for National Food Security and Research Syed Fakhr Imam and Chinese Ambassador Nong Rong in Islamabad

8. UK apologises over Gulf War `human shields` flight

• The UK government on Tuesday apologised for not warning British Airways that Iraq was about to invade Kuwait before one of its flights was caught up in a hostage drama in 1990.
• Passengers on BA flight 149 were taken off the Kuala Lumpur-bound plane when it landed in the Gulf state on August 2 that year, hours after Saddam Hussein`s troops swept in.
• Some of the 367 passengers and crew spent more than four months in captivity, including as human shields at the hands of the Iraqi dictator

9. IAEA seeks `common ground` with Iran before N-talks

• The UN nuclear watchdog said on November 23, 2021 it was seeking `common ground` with Iran days after reporting that the Islamic republic had sharply increased its stockpile of highly enriched uranium.
• International Atomic Energy Agency chief Rafael Grossi made the remarks after meeting with officials including Iran`s atomic energy chief in Tehran ahead of negotiations next week aimed at salvaging the 2015 Iran nuclear deal.
• Grossi also met with Iran`s foreign minister, who urged the IAEA to `avoid taking political positions`

10. Qatar gets clearance to buy stake in LNG terminal

• The Competition Commission of Pakistan (CCP) on November 23, 2021 cleared state-run Qatar Energy`s bid to acquire 49 per cent stakes in an upcoming private sector LNG terminal, paving the way for Qatar`s first direct investment in Pakistan`s energy market.
• `The proposed transaction is hereby authorised,` said the country`s competition regulator in an order issued here saying the proposed transaction did not meet the presumption of dominance in the market because the target entity`s Energas Terminal share in the market would be no more than 33pc.
