1. Mini-budget on agenda as NA session begins today

• The National Assembly will begin its fresh session on Monday (January 10, 2022) with the controversial Finance (Supplementary) Bill, generally known as the mini-budget, on its agenda as Leader of the Opposition Shehbaz Sharif convened a meeting of the joint opposition in Parliament House before the start of the sitting to devise a strategy to block the bill`s passage.
• The National Assembly Secretariat on Sunday issued a 48-point agenda for the Monday`s sitting, which also includes a motion at number 39 in the name of Finance Minister Shaukat Tarin seeking the passage of the Finance (Supplementary) Bill 2021 that he introduced in the assembly on Dec 30 and which was presently under consideration of the Senate Standing Committee on Finance for preparing recommendations under Article 73 of the Constitution.
• Article 73 deals with the `procedure with respect to money bills`, which are only required to be passed by the National Assembly, the lower house of parliament

2. Afghanistan`s future hinges on Pakistan ties, western aid

• Funding by the United States and other nations and the Taliban regime`s relations with Pakistan will shape Afghanistan`s future, say two recent reports by a US federal institution.
• In these reports, the Washington-based US Institute of Peace (USIP) reminds the United States and its allies that humanitarian aid alone cannot prevent an economic collapse in Afghanistan.
• USIP released the two reports this week as part of a larger report summarising the studies it conducted during 2021 on Afghanistan and other issues. Elizabeth Threlkeld, the author, believes that the aid given by the United States and partner nations to the Afghan government from now onwards would shape the country`s future

3. PIC to set up satellite centres for cardiac surgeries

• Peshawar Institute of Cardiology has decided to help restart cardiac surgeries in Ayub Teaching Hospital, Abbottabad, besides establishing satellite centres in Mardan and Swat to provide treatment to the patients suffering from heart ailments.
• `We have performed 1,100 heart surgeries and checked over 30,000 patients in outpatients department in addition to 5,000 angiographies and 5,353 other procedures since establishment of the institute a year ago. The decision to start satellite centres has been taken in view of the increasing number of patients from across the province,` PIC Medical Director Prof Shahkar Ahmed Shah told Dawn.

4. Navy flotilla visits Oman as part of overseas deployment

• Pakistan Navy ships Rah Naward and Madadgar, along with submarine Hamza, visited Oman`s Port Sultan Bin Qaboos as part of overseas deployment.
• Upon arrival at the port, Pakistan Navy Flotilla was received by Defence Attache of Pakistan at Oman and officials from Royal Navy of Oman (RNO).
• During the visit, Commander Pakistan`s fleet Vice Admiral Ovais Ahmed Bilgrami and Mission Commander called on Chief of Sultan`s armed forces and Commander Royal Navy of Oman. In their interactions, matters of mutual interests were discussed and enhancement of bilateral ties in all spheres was re-affirmed.

5. Concern grows for Palestinian teen held by Israel

• Palestinian teenager Amal Nakhleh`s first name means `hope` in Arabic, but his parents are in despair because he is chronically ill and one of the few minors held without charge by Israel.
• `Since his arrest last year I have only seen him twice, including last week when he told me he wanted to go on hunger strike,` journalist Moammar Nakhleh said of his 17-year-old son. `This scares me because he is already very weak,` from myasthenia, a rare neuromuscular disease, and underwent surgery in 2020 to have a tumour removed from his rib cage, Nakhleh said.
• Israeli authorities accuse Amal of throwing stones at soldiers and have held him for a year in administrative detention. The practice allows for suspects to be detained without charge for renewable six-month terms while investigations are ongoing

6. US warns Russia against `confrontation` ahead of Ukraine talks

• US Secretary of State Antony Blinken on January 9, 2022 said Russia had to choose between dialogue and confrontation, ahead of talks in Geneva on soaring tensions over Ukraine.
• `There`s a path of dialogue and diplomacy to try to resolve some of these differences and avoid a confrontation,` Blinken told CNN`s `State of the Union` show.
• `The other path is confrontation and massive consequences for Russia if it renews its aggression on Ukraine. We are about to test the proposition about which path President Putin is prepared to take.
• Vladimir Putin`s government has reportedly massed tens of thousands of military troops along Russia`s border with Ukraine, drawing Washington into a Cold War-style stand-off.

7. Bosnian Serbs celebrate outlawed holiday

• Amid Bosnia`s greatest political crisis since the end of its 1992-95 inter-ethnic war, the country`s Serbs celebrated an outlawed holiday on Sunday with a provocative parade showcasing armoured vehicles, police helicopters and law enforcement officers with rifles, marching in lockstep and singing a nationalist song.
• Addressing several thousand spectators gathered in Banja Luka, the de-facto capital of the Serb-run part of the country, Bosnian Serb nationalist leader Milorad Dodil( disparaged sanctions Washington slapped on him last week over his alleged corrupt activities and threats to tear the country apart.
• This gathering is the best response to those who deny us our rights, who keep imposing sanctions on us, Dodik said

8. Watershed moment in New York city: new law allows non-citizens to vote

• More than 800,000 non-citizens and so-called Dreamers in New York City will have access to the ballot box and could vote in municipal elections as early as next year after Mayor Eric Adams allowed legislation approved by the City Council a month ago to automatically become law on January 9, 2022.
• Opponents have vowed to challenge the new law. Unless a judge halts its implementation, New York City is now the most populous city in the United States to grant voting rights to non-citizens.
• More than a dozen communities across the US already allow non-citizens to cast ballots in local elections, including 11 towns in Maryland and two in Vermont

9. Nigeria attacks leave 200 dead, thousands displaced

• Nigeria said on January 9, 2022 that gunmen killed at least 200 people and displaced thousands more in multiple raids in the northwest over the last week, dealing a heavy blow to authorities struggling to restore order.
• Herders and farmers in Africa`s most populous country have clashed over access to land in northwest and central Nigeria for years, but some groups have evolved into criminal gangs known as `bandits` who kill, loot and kidnap.
• The minister of humanitarian affairs Sadiya Umar Farouq called the past week`s attacks in Zamfara state `horrific and tragic,` giving the first official toll after details began filtering out early on Saturday.

10. Sri Lanka asks China to restructure repayment of debt

• Sri Lanka`s President Gotabaya Rajapa ksa asked China to help restructure debt repayments as part of efforts to help the South Asian country weather a worsening financial crisis, his office said in a statement on January 9, 2022.
• Rajapaksa made the request during a meeting with Chinese Foreign Minister Wang Yi in Colombo on Sunday.
• Sri Lanka has benefited from billions of dollars in soft loans from China but the island nation is currently in the midst of a foreign exchange crisis placing it on the verge of default, according to analysts
