1. Balochistan, Sindh cash surpluses help contain centre`s fiscal deficit

Pakistan`s overall fiscal deficit the difference between income and expenditure clocked in at 0.9 per cent of the gross domestic product (GDP), a marginal reduction from the 1pc recorded in the same period of the previous year.
In absolute terms, the fiscal deficit rose to Rs962.80 billion during the first quarter of FY24 from Rs819.30bn in the corresponding period last year, according to the Fiscal Operations Data released by the Ministry of Finance on Wednesday


2. ECP invites international observers to monitor polls

The Election Commission of Pakistan (ECP) on Wednesday extended the deadline for voters` registration till Oct 28 and invited international observers to monitor the upcoming general elections.
In a letter sent to the secretaries of interior and foreign affairs ministries, the ECP stated, `We would take this opportunity to welcome international observers to observe the polling process neutrally, impartially with their very well-articulated feedback and reports.


3. Green Climate Fund okays $120m for vulnerable communities

The Green Climate Fund (GCF) has approved $120 million in climate adaptation financing to support the Asian Development Bank’s ‘Community Resilience Partnership Programme’ (CRPP), which aims to strengthen climate resilience in poor and vulnerable communities by scaling up climate adaptation investments at the local level.
The GCF approved the funding at its board meeting concluded in Tbilisi on Wednesday. GCF is a global fund created to help developing countries address the challenge of climate change. ADB has supported developing member countries to access $1 billion since becoming an accredited GCF entity in 2015


4. Special flight from Islamabad to UK to relocate 200 Afghan refugees today

The first chartered flight will depart from Islamabad International Airport to the United Kingdom (UK) to relocate about 200 Afghan refugees on Thursday (today).
According to the British newspaper, The Independent, around 3,000 Afghans, many of whom worked for the British army, were evacuated to be provided residence in the UK following the Afghan Taliban`s takeover of Kabul in August 2021. They have been stuck in Pakistan since last year when the UK authorities made accommodation arrangements a prerequisite for repatriation. Hundreds are also trapped in Iran waiting for the relocation


5. Gilgit-Baltistan gets new chief secretary

The federal government has appointed Abrar Ahmad Mirza as the new Gilgit-Baltistan (GB) chief secretary while Mohyuddin Ahmed Wani has been directed to report to the Establishment Division.
According to a notification issued by the Establishment Division on Tuesday evening, Abrar Ahmed Mirza, a BS-21 officer of the Pakistan Administrative Service, presently posted as additional secretary, Petroleum Division, has been transferred and posted as chief secretary Gilgit-Baltistan with immediate effect and until further orders

6. Vetoes fly in UNSC as Israel readies ground assault

Facing growing international pressure to rethink plans of a massive ground assault, PM Benjamin Netanyahu said on Wednesday that Israel was preparing for a ground incursion into Gaza, even as Tel Aviv shelling killed more civilians amid growing pressure to deliver aid to hundreds of thousands of Palestinians.
At the United Nations, meanwhile, Russia and China vetoed a draft UN Security Council Resolution, whereas a rival Russian-drafted text failed to win the minimum number of votes


7. Israel attacks two Syrian cities, kills eight soldiers

An Israeli attack on military positions in southwest Syria on Wednesday killed eight soldiers and wounded seven more, the Syrian state news agency (SANA) reported.
Citing a military source, SANA said Israel`s `aerial aggression` targeted a number of military positions near the southwestern city of Deraa. The strike also caused material damage, it reported. The attack took place at around 1:45am on Wednesday


8. US sees threat to aircraft carriers as China launches guided missile subs

China has launched its first nuclear-powered guided missile submarines, according to the Pentagon`s latest report on China`s military giving it land and sea attack options once the sole province of US and Russian vessels.
The Pentagon report, published Oct 20, marks the first apparent confirmation that modified submarines seen in Chinese shipyards over the last 18 months are Type 093B guided missile submarines.
The Pentagon report says that in the short term, the Chinese navy `will have the ability to conduct long-range precision strikes against land targets from its submarine and surface combatants using land-attack cruise missiles, notably enhancing (China`s) power projection capability`


9. Erdogan says Hamas is not a terrorist outfit, cancels Tel Aviv visit

Turkish President Tayyip Erdogan, in his strongest comments yet on the Gaza crisis, said on Wednesday the Hamas was not a terrorist organisation but a liberation group fighting to protect Palestinian lands.
`Hamas is not a terrorist organisation, it is a liberation group, `mujahideen` waging a battle to protect its lands and people,` he told lawmakers from his ruling AK Party, using an Arabic word denoting those who fight for their faith
