1. Pakistan hopes for IMF `lifeline` as donors pledge generous sums
• Prime Minister Shehbaz Sharif on January 09, 2023 asked the International Monetary Fund (IMF) for a pause in its demands for economic reforms before releasing more financial aid, as the country tries to rebuild after catastrophic floods.
• The call came as the country received over $10 billion in pledges at a donors` conference, hosted jointly by the government of Pakistan and the United Nations.
• PM Shehbaz told the conference his country was `racing against time` to deal with towering needs.
• `I am asking for a sustained international support plan. I am asking for a new lifeline, he said.
• He added the flooding immediatelyaffected33mpeople, destroyed more than 2m homes and damaged over 8,000km of roads and 3,100km of railway track
2. Donors `exceed` Pakistan`s expectations with $10bn pledges
• Donors on January 09, 2023 committed to give Pakistan over $10 billion to help it recover from last year`s devastating floods.
• Officials from some 40 countries as well as private donors and international financial institutions gathered for the meeting in Geneva as Islamabad seeks help covering around half of a total recovery bill of $16.3 billion.
• According to the Resilient Recovery, Rehabilitation and Reconstruction Framework that Pakistan presented on Monday, it will need $16.3 billion over the next three years for the initial efforts to rebuild and improve its ability to withstand climate change. The government has said the country should be able to cover half the cost, but is urging the international community to pay for the rest
3. EU to provide 87m euros for three new uplift schemes
• The European Union will provide 87 million euros for three new development programmes to support green and inclusive economic growth in Pakistan.
• With a focus on Khyber Pakhtunkhwa, Gilgit-Baltistan and Balochistan, the new programmes will improve agricultural value chains, provide access to clean energy and enhance availability of the skilled labour force.
• These programmes are part of the European Union`s support to Pakistan in the post-flood rehabilitation and reconstruction. Agreements for the new development projects were signed in Islamabad on January 09, 2023.
• Economic Affairs Division Secretary Dr Kazim Niaz and EU Ambassador to Pakistan Dr Riina Koinka signed the agreements on behalfoftheirsides
4. Head of an Islamic country alone can declare jihad: edict
• Only the head of an Islamic country is entitled to declare jihad, and anyone involved in revolt against the state is required to be `crushed` in light of the principles of Islam.
• Amid a surge in terrorist attacks, the significant announcement came in form of an edict which was issued on January 09, 2023 with signatures of Khyber Pakhtunkhwa`s 16 religious scholars on it.
• The clerics said that the head of the Islamic country will announce jihad since this is one of the basic components of the Islamic country.
• `According to the teaching[s] of Islam, all the citizens of the Islamic country have to respect the law, and refusing to follow the Constitution [of the Islamic country] is prohibited according to the Shari`ah,` read the decree.
5. Punjab Assembly passes 21 bills
• The government passed 21 bills in the Punjab Assembly amid protest by the opposition that was demanding Chief Minister Parvez Elahi first take a vote of confidence as per the directions of the governor.
• Neither the chief minister took the trust vote nor was the matter on the agenda for the day.
• As proceedings of the house resumed around three hours later than its scheduled time of 2pm after a break of 16 days on January 09, 2023, the opposition parties, the PML-Nand PPP, demanded that Parvez Elahi should take a trust vote before any other business of the assembly.
