1. Kabul apologised for border attack
• Defence Minister Khawaja Asif on December 12, 2022 informed the National Assembly that Kabul had apologised to Islamabad over Sunday’s “unprovoked attack” on a village along the Pak-Afghan border, while lawmakers called for engaging the Afghan Taliban government through a parliamentary committee.
• Meanwhile, Prime Minister Shehbaz Sharif condemned the Chaman attack in the strongest terms, saying that it was “unfortunate and deserve[d] the strongest condemnation”.
• “The Afghan interim government should ensure that such incidents are not repeated,” he added.
• In a press conference later in the day, the prime minister said he was summoning a meeting to review the situation.
2. Law on foreign investment passed amid barbs from govt benches
• Both houses of parliament on December 12, 2022 passed the Foreign Investment (Promotion and Protection) Bill, 2022, paving the way for signing of a settlement deal on Reko Diq mining project amid opposition from within the ruling coalition.
• As the bill earlier passed in the Senate was about to be introduced in the National Assembly, Sardar Akhtar Mengal rose in his seat to protest.
• He said that since Pakistan came into being, no government considered Balochistan as its part, but benefited from its resources
3. PA bill aims to curtail UHS powers to affiliate medical colleges
• Through introducing a bill in the Punjab Assembly to amend the UHS Ordinance 2002, the Punjab government is going to clip the wings of the University of Health Sciences, restricting its powers, as the sole institution, to affiliate the private and public sector medical colleges across the province.
• As per concerned circles in medical education, the amendments have been proposed `to please` private medical universities of Punjab by granting them the powers to affiliate medical colleges in the province, as enjoyed by the UHS under the Act.
• Titled as the University of Health Sciences, Lahore (Amendment) Bill 2022 (No. 30 of 2022), the bill has been tabled in the assembly by Mian Shafi Muhammad, MPA (PP-258), Ms Shawana Bashir, MPA (W-302), and Ms Neelum Hayat Malik, MPA(W-309), seeking amendment in Section 37 of UHS Ordinance 2002

4. KP Assembly amends law to `protect` past use of govt helicopters
• The Khyber Pakhtunkhwa Assembly on December 12, 2022 passed the Khyber Pakhtunkhwa Ministers (Salaries, Allowance and Privileges) (Second Amendment) Bill, 2022, amid resistance by the opposition benches.
• The opposition members claimed that the ruling Pakistan Tehreek-i-Insaf`s move was meant to provide `blanket immunity` to those, who used the provincial government`s helicopters unlawfully.
• They announced that they would challenge the bill in the court of law.
• Tabled by labour and culture minister Shaukat Ali Yousafzai,the bill was passed by the house after rejecting the amendments proposed by opposition members
5. ADB okays $554m for flood recovery
• The Asian Development Bank (ADB) on Monday approved a $554 million financing package, including new and reallocated funds, to support recovery and Pakistan`s reconstruction efforts following devastating floods and to strengthen disaster and climate resilience.
• The financing includes a $475 million loan and a $3m technical assistance grant from the ADB, and a $5m grant from the Government of Japan, said the Manila-based lending agency in an announcement. The financing will support the restoration of irrigation, drainage, flood risk management, on-farm water management, and transport infrastructure in the flood-affected provinces of Balochistan, Khyber Pakhtunkhwa and Sindh
