1. ECP issues delimitation schedule for Punjab local govt polls

• Determined to hold local government polls in Punjab, the Election Commission of Pakistan (ECP) has issued a schedule for the delimitation of constituencies for the electoral exercise slated to be held in the last week of April 2023.
• This would be the third time in recent days that the ECP would conduct the delimitation of the constituencies for local government (LG) elections in Punjab.
• According to the schedule issued by the Election Commission, completion of all the administrative arrangements, including procurement of maps, fresh notification of demarcations printing of various forms, appointment and training of delimitation committees and authorities, is fixed for Dec 15, followed by preparations of the preliminary list of constituencies by the delimitation committees from Dec 16 to Jan 2, 2023.


2. Balochistan adopts resolutions on Reko Dig amid opposition protest

• The Balochistan Assembly on December 10, 2022 adopted two constitutional resolutions to promote and encourage investment and hand over the provincial executive authority to the federation under seven laws related to deciding disputes between the Reko Dig mining company and its shareholders.
• Both resolutions were passed by majority vote amid uproar from opposition members, who said passing the resolutions was equal to selling Reko Dig to the Centre and vowed to challenge them in a court `to protect Balochistan`s rights`.
• The assembly session, presided over by Acting Speaker Sardar Babar Khan Musakhall, started two and a half hours after its scheduled time.
• The parliamentary secretary for law, Dr Rubaba Khan Buledi, moved the resolutions in the absence of the minister for mines and minerals


3. PTA certification mandatory for digital nano lenders

• For the cybersecurity of individual borrowers, the regulator has made it mandatory for digital nano lending companies to get their mobile apps certification from the Pakistan Telecommunication Authority (PTA).
• Through draft regulations for Non-Banking Financial Companies, the Securities and Exchange Commission of Pakistan has also prohibited these companies from using coercive and unacceptable collection practices for recoveries.
• The draft circular is likely to be notified next week making it mandatory for digital lending NBFCs to provide full and accurate disclosures including products, services and applicable terms and conditions to borrowers, customers and other stakeholders


4. UN sees looming crisis for flood victims in winter

• The arrival of winter has intensified the needs of more than 20 million flood victims in Pakistan, said a UN official while reminding the international community that more resources are urgently needed to deal with this humanitarian crisis.
• `Our humanitarian colleagues tell us that critical humanitarian needs in Pakistan remain, even as floodwaters recede, and the needs are intensified by the arrival of winter,` Stephane Dujarric, spokesman for UN Secretary General Antonio Guterres, said at a news briefing.
• `To date, only 23 percent of the $816 million Floods Response Plan has been received,` he said. `More resources are urgently needed

5. UK charity suspends work after royal race row

• The UK charity at the centre of a royal racism controversy says it has suspended work supporting black survivors of domestic abuse, after a torrent of toxic hate.
• Sistah Space founder Ngozi Fulani, who is British, was asked repeatedly at a Buckingham Palace reception on Nov 29 where she was `really` from.
• Since revealing the exchange with Lady Susan Hussey, 83, a godmother to Prince William, Fulani has been targeted by what she called `horrific` racist insults online

6. Russia trying to get ballistic missiles from Iran, says Britain

• Russia is attempting to obtain more weapons from Iran, including hundreds of ballistic missiles, and offering Tehran an unprecedented level of military and technical support in return, Britain`s UN Ambassador Barbara Woodward said on Friday.
• Since August Iran has transferred hundreds of drones also known as unmanned aerial vehicles (UAVs) to Russia, which had used them to `kill civilians and illegally target civilian infrastructure` in Ukraine, Woodward said.
• `Russia is now attempting to obtain more weapons, including hundreds of ballistic missiles,` Woodward told reporters


7. Ukrainian, Russian Nobel Peace winners slam Putin`s `insane` war

• A trio from the three nations at the centre of the war in Ukraine accepted their Nobel Peace Prize on December 10, 2022, calling for an unabated fight against Russian leader Vladimir Putin`s `insane and criminal` invasion.
• Jailed Belarusian rights advocate Ales Bialiatski, Russian organisation Memorial and Ukraine`s Centre for Civil Liberties (CCL) were honoured by the Nobel committee for their struggle for `human rights, democracy and peaceful co-existence` in the face of authoritarianism.
• `The people of Ukraine want peace more than anyone else in the world. But peace cannot be reached by a country under attack laying down its arms,` the head of the CCL, Oleksandra Matviichuk, said

8. Giroud sends France past England into semi-finals

• Goals by Oliver Giroud and Aurelien Tchouameni gave France a 2-1 win over England that took the holders into a World Cup semi-final with Morocco after Harry Kane equalised from the spot but then blazed a second late penalty over the bar on Saturday.
• France went ahead after 17 minutes, breaking as England were still complaining about a foul not given on Bukayo Saka.
• Antoine Griezmann rolled the ball invitingly into the path of Tchouameni, whose 25-yard low shot flew just inside the post and beyond goalkeeper Jordan Pickford


9. Resolute Morocco stun Portugal to create history

• It was Yousseff En-Neysri`s binocular vision that put Morocco within sight of the semi-finals and once they made sure of it, there was bedlam.
The World Cup in Qatar had thrown up yet another stirring upset and in the first tournament to be held in the Arab world, Morocco`s 1-0 win over Portugal ensured that there will be an Arab-speaking team in its final four.
• This was a win that would not only be celebrated across Morocco but also across the Arab countries, from Saudi Arabia to Algeria.
It is also the first time that an African side has gone this far at the World Cup. At the full-time whistle, the Moroccan players sank to the pitch, some in prostration, some just staring into the night sky in disbelief at a raucous Al Thumama Stadium on Saturday evening. This has already been a remarkable journey and it goes on.


10. Institute inaugurated to train mountaineers in Skardu

• An institute to train budding mountaineers was inaugurated in Skardu`s Sadpara village on December 10, 2022 on the eve of World Mountains Day.
• Commander Force Command Northern Areas Maj Gen Kashif Khalil performed the ground breaking of Sadpara Mountaineering and Adventure Institute, named after famed mountaineer Ali Sadpara.
• GB Tourism Minister Raja Nasir Ali Khan, Baltistan commissioner, Baltistan DIG and a large number of local mountaineers, porters, students and international tourists participated in the ceremony
