1. Govt launches Rs40bn uplift scheme for 20 poor districts

• The Ministry of Planning has launched a special development initiative worth Rs40 billion for 20 backward and poor districts to implement various uplift initiatives in 60 months in four provinces.
• The estimated cost of this project is on a 50:50 cost-sharing basis between the federal and provincial governments. The project is approved by the Central Development Working Party (CDWP) headed by Planning Minister Ahsan Iqbal.
• In PSDP 2022-23, an amount of Rs18bn has already been allocated for the project.
• Based on Multidimensional Poverty Index (MPI) scores, the selected 20 districts include 11 districts from Balochistan, five from Sindh, three from Khyber Pakhtunkhwa and one from Punjab


2. Talks between IMF, Pakistan `rescheduled`

• The schedule for talks between Pakistan and the International Monetary Fund (IMF) has been readjusted but the negotiations are continuing, official sources in Washington say.
• Media reports, however, claim that the talks that were scheduled to begin last week have been postponed till the third week of November.
• According to these reports, the talks would resume after Pakistan fulfilled its pledge to adjust sales tax on petroleum products and took other measures required under a loan agreement revived earlier this year

3. Mere tweets can`t incite mutiny in army: IHC

• A tweet can neither incite mutiny within the armed forces nor can create fear among the masses, the Islamabad High Court (IHC) said in an order on November 12, 2022.
• IHC Justice Babar Sattar also quashed the FIR against a citizen named Kashif Fareed for allegedly `defaming the armed forces` through a controversial tweet. The case was registered against Mr Fareed after he allegedly posted a tweet against COAS General Qamar Javed Bajwa and the army.
• The FIR stated that the accused committed a crime under sections 500, 501 and 505 of the Pakistan Penal Code (PPC).
• The court, in its order, remarked that a tweet from an `insignificant` Twitter account cannot incite mutiny within the army or the public


4. Blasphemy law does not apply to dreams, LHC rules

• The Lahore High Court (LHC) has ruled that a person cannot be prosecuted for what he sees in his dreams or for sharing with others his thoughts, visions or emotions he has during those times.
• Justice Tariq Saleem Sheikh issued the ruling quashing a first information report (FIR) registered under Section 295-A of the Pakistan Penal Code (PPC) by the Saddar Police Station of Mianwali against the petitioner.
• The complainant, an ex-member of the Mianwali district council, had alleged in August 2021 that the petitioner held sacrilegious beliefs and he began propagating them to the general public. He alleged that the petitioner claimed that he could fly and see Allah and various companions of the Holy Prophet Muhammad (PBUH) in his dreams.


5. Saudi crown prince`s visit to Pakistan `postponed`

• Saudi Crown Prince Mohammed Bin Salman`s visit to Pakistan has been postponed, the Foreign Office (FO) said on November 12, 2022.
• FO Spokesperson Mumtaz Zahra Baloch confirmed the development to Dawn.com, adding that the new date of his visit would be announced soon.
• The news came shortly before Special Representative to Prime Minister on Interfaith Harmony Hafiz Tahir Mahmood Ashrafi told a presser in Lahore that the crown prince is coming on a visit to Pakistan.
• He said that in accordance with the instructions of Prime Minister Shehbaz Sharif, the nation and scholars representing all schools of thought would welcome the crown prince, reports APP. All agreements between Pakistan and Saudi Arabia would be concluded, he added
