1. Pakistan abstains from votes on Afghanistan, Ukraine

• Pakistan abstained from voting on two key UN resolutions on Afghanistan and Ukraine this week, joining Russia and China on both issues against the United States and its allies who voted for the two moves.
• Pakistan was among the 72 other countries that abstained when the UN General Assembly voted on Monday to adopt a resolution that held Russia accountable for violating international laws when it invaded Ukraine and obliged it to pay war reparations.
• Pakistan also abstained in the vote on a resolution on Afghanistan, which noted with concern persistent violence and presence of terrorist groups in Afghanistan. The resolution also underlined UN concerns about abuse of human rights, including those of women, girls, and minorities, in Afghanistan


2. Pakistan, China agree to work together for disaster preparedness

• Pakistan and China have agreed to jointly increase the capacity of disaster preparedness and response to climate change.
• A team of experts from China Meteorological Administration (CMA) has conducted the post-disaster assessment work in Pakistan and decided to further reinforce cooperation with the Pakistan Meteorological Department (PMD) for technical exchanges, according to a press release.
• The 11-member team from the CMA carried out in depth consultations to assist Pakistan in flood control. CMA`s meteorological disaster risk expert, Gao Ge has said the CMA has been monitoring the occurrence of monsoon floods in Pakistan since June and collaborating with the PMD for flood monitoring and analysis and weather forecast

3. Senate panel makes internships mandatory for university students

• Senate Standing Committee on Federal Education on November 15, 2022 agreed to make internships a mandatory requirement for the students of public and private universities in Islamabad Capital Territory (ICT).
• The parliamentary panel chaired by Senator Irfan Siddiqui took up various agenda items, including the Federal University (Amendment) Bill, 2022.Senator Seemee Ezdi, the mover of the bill, apprised the committee that the primary aim was to make internships a mandatory part of the curriculum for varsities in Islamabad.
• After a detailed discussion, the committee approved the bill unanimously


4. Life expectancy in Pakistan edges lower to 65 years

• Life expectancy the number of years that a person is likely to live has slightly dropped to 65 years from 65.4 a couple of years ago, according to the latest demographic figures.
• Other notable indicators calculated by the Pakistan Demographic Survey (PDS) 2020, released on Tuesday, included the infant mortality rate, total and general fertility rates, crude birth and death rates, and the rate of natural increase.
• It`s the 20th round of a series of surveys, started in 1984, and comes after 13 years since the last one.
• However, its results were compared with relevant indicators of the Pakistan Demographic and Health Survey (PDHS) 2017-18 and the Pakistan Standard of Living Standards Measurement Survey (PSLM) 2018-19, and most of them `show close proximity`, Chief Statistician Dr Naeemuz Zafar said in the latest survey


5. Digital traffic challan system launched

• Chief Traffic Officer (CTO) Dr Assad Malhi on November 15, 2022 formally launched digital challan system to replace the decadesold manual arrangement of imposing fine on traffic violators in the city.
• It was launched as a pilot project on The Mall and will be extended gradually to the rest of the city after assessing its results.
• Dr Assad Malhi told Dawn that initially the digital challaning has been launched on major sections of The Mall i, The Mall 2 and The Mall 3, the busiest artery of the provincial capital

6. Lahore`s top cop given charge of Wazirabad investigation

• Confusion appears to be the order of the day for the Punjab government after it reconstituted for a fourth time the joint investigation team (JIT) formed to probe into the assassination bid on former Prime Minister Imran Khan in Wazirabad.
• On November 15, 2022, the provincial government appointed Lahore Capital City Police Officer (CCPO) Ghulam Mahmood Dogar as the team`s head. Interestingly, the of ficer is currently in the midst of a tussle between Punjab and the Centre, as Prime Minister Shehbaz Sharif had suspended him on Nov 5 for allegedly not complying with transfer orders issued by the Establishment Division, Islamabad, while Mr Dogar refuses to relinquish the charge of his office.
• Since a first information report (FIR) of the Wazirabad incident was registered, members of the investigation team have been repeatedly replaced, purportedly owing to a lack of consensus between the PML-Q and PTI the ruling allies in Punjab.
• Police experts call these frequent changes a violation of Article 18(6) of the Police Order 2002, saying the rules clearly define the procedure for changing an investigation team and the government`s actions could be challenged in court

7. LHC declares unadjustable, advance income tax `unlawful`

• The Lahore High Court has ruled that the collection of an `unadjustable, advance` income tax from a person not liable to pay income tax or file income tax returns i s unconstitutional.
• However, Justice Shahid Jamil Khan while exercising judicial restraint referred the matter to the attorney general of Pakistan and the Federal Board of Revenue (FBR) for suitable amendments in the law within 90 days.
• The judge passed the ruling allowing dozens of petitions assailing the amendment in Section 236D of the Income Tax Ordinance, 2001 brought through the Finance Act, 2018, whereby minimum slab for collection of the advance tax was fixed at Rs20,000, which was to be collected from a person receiving services of or holding/arranging function in a marriage hall, irrespective of the fact, whether the person was liable to file income tax returns


8. European Union supports COP27 call to phase down all fossil fuels

• The European Union supports a call by India to phase down fossil fuel use as part of a COP27 deal, the bloc`s climate policy chief Frans Timmermans said on November 15, 2022, provided it does not weaken previous agreements on reducing the use of coal.
• India wants countries to agree to phase down all fossil fuels at the UN climate summit in Egypt, rather than a narrower deal to phase down coal that was agreed at COP26 last year.
• `We are in support of any call to phase down all fossil fuels, Timmermans told a news conference.
• `But we also have to make sure that this call does not diminish the earlier agreements we had on phasing down coal, so if it comes on top of what we already agreed in Glasgow, then the EU will support in this proposal. India was among the countries resistant to efforts to eliminate coal at last year`s climate talks in Glasgow when the final deal at the last minute dropped wording calling for a phase out of coal fired power, replacing it with phase down

9. Bid to condemn Russian invasion divides G20

• Disagreement emerged at a Group of 20 (G20) summit on November 15, 2022 as the United States and its allies backed a resolution condemning Russia`s invasionof Ukraine, which Russia`s foreign minister dismissed as unwarranted politicisation.
• The summit on the Indonesian island of Bali is the first G20 leaders` meeting since Russia sent its troops into Ukraine in February.
• The war, which Russia has described as a `special military operation`, has overshadowed the meeting despite calls from host Indonesia for unity and a focus on action to resolve global economic problems like inflation, and food and energy security.
• `Most members strongly condemned the war in Ukraine and stressed it is causing immense human suffering and exacerbating existing fragilities in the global economy,` a 16-page draft declaration said, according to a copy

10. Veteran journalist Irshad Rao passes away

• Senior journalist Irshad Rao, a vocal voice against Ziaul Haq`s dictatorship, passed away in Islamabad after a short illness. He was 76.
• He was laid to rest in the H-11 graveyard. Mr Rao was a renowned journalist with decades of experience spanning in local and international media.
• He was the editor of Al-Fatah, a revolutionary publication that defined the democracy narrative.
• According to his daughter Maliha Safiullah, Al-Fatah was banned nine times during Gen Zia`s regime but every time, it was out in the market with a new name, until Mr Rao was arrested and tortured in a military cell
