1. Seniority prevails in change of command

• Gen Asim Munir, a soldier with considerable operational experience and a career steeped in intelligence, was designated as the country`s 11th army chief on November 24, 2022, after weeks of intense speculation about who will lead the powerful military following Gen Qamar Javed Bajwa`s impending retirement.
• Gen Sahir Shamshad Mirza, another infantry officer with an enviable career, has been appointed as the chairman of the joint chiefs of staff committee.
• The two officers were also promoted from the rank of lieutenant general to that of four-star general.
• A statement by the presidency notifying the new military leadership said President Arif Alvi had made these `promotions and appointments under Articlse 243(4) (a) and (b) and Article 48(1) of the Constitution of the Islamic Republic of Pakistan read with Sections 8-A and 8-D of the Pakistan Army Act 1952


2. Pakistan taking up cross-border attacks with Afghanistan: FO

• As the number of crossborder attacks targeting security forces from Afghanistan increases, Foreign Office on November 24, 2022 said Pakistan was holding discussions to sort out the issues.
• Addressing the weekly press briefing, FO Spokesperson Mumtaz Zahra Baloch agreed that there were issues at the Pakistan Afghanistan border.
• `The two sides are holding regular border flag meetings and are engaged in discussion at various levels, including Kharlachi Border Crossing Point,` Ms Baloch told reporters.
• She said the Chaman border was reopened on Monday following Border Flag Meetings between the two sides


3. State Bank reserves fall to $7.8bn

• Foreign exchange reserves held by the State Bank of Pakistan (SBP) further declined by $134 million to $7.8 billion during the week ending Nov 18.
• The poor reserves position casts a negative impact on the exchange rate as the dollar is appreciating on a day-to-day basis in the interbank market. It appreciated by 50 paise during the last three working days.
• However, the interbank rate provided by the SBP is significantly lower than the rate given by the exchange companies as they surrender the dollars to banks every day.
• The Exchange Companies Association of Pakistan (ECAP) quoted the interbank rate of the dollar at Rs225 on Thursday, while the central bank reported the closing price at Rs223.92


4. Mathar appointed Nepra`s Balochistan member

• The government on November 24, 2022 appointed Mathar Niaz Rana as Balochistan ember to the National Electric Power Regulatory Authority (NEPRA) for a period of three years.
• The post had been lying vacant for about a year. Mr Rana, a retired bureaucrat belonging to the defunct district management group (DMG) was chief secretary Balochistan before his retirement on reaching the superannuation age and had previously worked as federal secretary in-charge of the Ministry of Planning and Development.

5. Ukraine battles to restore power after latest Russian barrage

• Ukraine struggled on N to repair its battered power and water services after Russia targeted the electricity grid with dozens of cruise missiles and temperatures plunged.
• The Ukrainian energy system is on the brink of collapse and millions have been subjected to emergency blackouts for weeks due to systematic Russian bombardments of the grid.
• The World Health Organisation has warned of `life threatening` consequences and estimated that millions could leave their homes as a result.
• Mayor Vitali Klitschko said more than two-thirds of the capital was still cut off despite municipal workers in Kyiv restoring some water service overnight

6. Flood recovery plan key to continued financial support: IMF

• Pakistan`s timely finalisation of a recovery plan from devastating floods is essential to support discussions and continued financial support from multilateral and bilateral partners, the International Monetary Fund (IMF) has said.
• Pakistan was already battling a full-blown economic crisis, with decades-high inflation and dwindling foreign exchange reserves, when it was hit by floods earlier this year. It had entered a $6 billion IMF bailout programme in 2019, and the ninth review is currently pending.
• `The timely finalisation of the recovery plan is essential to support the discussions, along with continuing financial support from multilateral and bilateral partners,` IMF resident representative Esther Perez Ruiz said in a message to Reuters


7. Anwar sworn in as Malaysia`s prime minister

• Malaysia`s perennial opposition leader Anwar Ibrahim was sworn in as prime minister before the king in Kuala Lumpur on November 24, 2022, ending a five-day political impasse after inconclusive polls.
• The ceremony at the palace closes the chapter on one of the most dramatic elections in Malaysia`s history, after no party managed to secure a majority to form a parliament for the first time since independence in 1957.
• Anwar`s ascension to the premiership caps a turbulent political life, which has not only propelled him into the corridors of power but also landed him inside a jail cell


8. Ismail Tara is no more

• Legendary comedian Ismail Tara died in Karachi on November 24, 2022 after kidney failure, according to his family. He was 73.
• `He was admitted to a private hospital three days ago, but died of kidney failure,` his son Shiraz Tara said.
• Namaz-i-Janaza will be offered at Pahari Masjid, on Shaheed-i-Millat Road, after Friday prayers. Ismail Tara is survived by his wife, a daughter and four sons.
• Born in Karachi in Nov 1949, the versatile Tara enjoyed a storied career on stage, television and cinema
