1. Govt rules out capital punishment in cases under army act

• The federal government on July 21, 2023 assured the Supreme Court that convictions over May 9 violence would not entail capital punishment, but sought time to ponder granting a substantive right of appeal against military court decisions.
• `This requires careful consider action in view of serious implications for having a direct bearing on cases like that of Indian spy Kulbhushan Jadhav or individuals held under the charges of espionage [and] declared enemy of the state,` Attorney General for Pakistan Mansoor Usman Awan told the bench hearing challenges to the trial of civilians by military courts


2. NA panel unanimously approves Pemra Amendment Bill, 2023

• A day after it was presented in the National Assembly, the NA Standing Committee on Information and Broadcasting on July 21, 2023 unanimously approved the Pakistan Electronic Media Regulatory Authority (Pemra) Amendment Bill, 2023.
• The chairperson of the committee, Javaria Zafar Aheer, termed the bill a historic initiative for the welfare of journalists and lauded efforts of all stakeholders in this regard.
• The committee also discussed the Press Council of Pakistan (Amendment) Bill, 2023, and decided to hold further deliberations over it in the next meeting of the committee.
• Pemra chairman Saleem Baig told the committee that all electronic media channels were now legally bound to submit a copy of their annual audit reports every year

3. Govt starts licencing tobacco vendors

• The Excise Taxation and Narcotics Control Department on Friday started licensing tobacco vendors under the Punjab Tobacco Control Act 1958.
• The department started formal registration of the vendors selling tobacco and its products across Punjab.
• ET Director General (DG) Muhammad Ali launched the move to register tobacco venders


4. Pakistan ready to promote dialogue between Russia and Ukraine: FO

• Pakistan on July 21, 2023 said it was ready to play its part in promoting a dialogue between Russia and Ukraine to bring the ongoing conflict between the two countries to an end.
• Foreign Office Spokesperson Mumtaz Zahra Baloch during a weekly press briefing noted that dialogue was necessary for the conflict to end.
• `Both Russia and Ukraine are our friends. We have a close relationship with the Russian Federation,` she said and referred to flurry of visits exchanged between Pakistan and the Russian Federation in recent months….we hope that this conflict will end soon on the basis of constructive dialogue and communication.
• Referring to a recent visit to Iran by Chief of the Army Staff General Asim Munir, she brushed aside the impression that someone else was in the driving seat on foreign policy decision making and the role of civilians had been restricted to issuance of symbolic statements


5. Dolphin emergency response unit becomes functional

• The Dolphin Emergency Response Unit (DERU) of the capital police formally launched its operation on July 21, 2023 with an aim to curb street crime, ensures citizens` protection and swiftly responds to emergencies, the police said.
• Minister for Interior Rana Sanaullah Khan at a ceremony inaugurated the operational activities of the unit.
• `The inspiration behind the establishment of the force came from the success of a similar initiative first introduced in Lahore. Witnessing the increasing street crime in Islamabad, the prime minister, driven by the vision of safer communities, provided funds for the formation of the Dolphin Emergency Response Unit,` said the police
