1. Bill to punish `contempt of parliament` clears upper house too

A bill proposing a six-month punishment for contempt of parliament or any of its committees, sailed through the Senate on July 24, 2023, as heated debate between PPP lawmakers and a Jamaat-i-Islami senator over the recently-held Karachi mayoral elections nearly led to a physical altercation.
The `Contempt of Majlis-e-Shoora (Parliament) Bill`, passed by the National Assembly in May, was introduced through a supplementary agenda and was not referred to the standing committee either, before being passed by the lawmakers through a voice vote.
Now, the proposed law will be sent to the president for his assent to make it an act of parliament


2. Govt refuses to budge on power tariff hike

Despite strong opposition from consumers, the power division and the power regulator did not budge from increasing national uniform electricity tariff by up to 26pc (Rs7.5 per unit) with effect from July 1, 2023 as committed to the International Monetary Fund (IMF).
At a public hearing presided over by National Electric Power Regulatory Authority (Nepra) Chairman Tauseef H. Farooqui, trade and industrial bodies, mostly from Karachi, protested over such a massive price hike, saying the industry was already at its last leg of survival and the additional burden would lead to closure of businesses, wipe out export market as products become uncompetitive and add to the employment losses

3. Tax clearance mandatory for property transactions

The Federal Board of Revenue (FBR) has issued guidelines on tax payment for property sellers and transferors aimed at simplifying property transactions and ensuring tax adherence.
As part of the Finance Act 2023, an important amendment was introduced, stipulating that any immovable property cannot be sold or transferred without concrete evidence presented to the transferring authority. This evidence must demonstrate that the seller or transferor has duly fulfilled the deemed income tax liability related to the respective property


4. Health insurance scheme announced for journalists

Prime Minister Shehbaz Sharif will launch a health insurance scheme for journalists on Aug 7, Information Minister Marriyum Aurangzeb said on Monday.
The form for registration in the scheme is available on the websites of the Press Information Department and the Ministry of Information.
Registration of journalists would be done through a digital form to ensure transparency, MsAurangzeb said


5. 75 journalists reported cyber harassment in 2022

The Digital Rights Foundation (DRF) received 75 complaints from journalists and media practitioners regarding online harassment, threats and hacking attempts.
While unveiling its `Policy Brief` on Monday, DRF highlighted 34 females, 40 males and one trans person registered complaints using its Cyber Harassment Helpline and other services like email and social media platforms in 2022.
The helpline received the highest number of complaints, around 25 per cent, from Punjab, followed by 17pc from journalists outside Pakistan, predominantly in Afghanistan
