سال 2013 میںسی ایس ایس امتحان پاس کرنے کی اہلیت سے متعلق رولز میں ایف پی ایس سی نے از خود وفاقی حکومت کی منظوری کے بغیر تبدیلی کی ۔ اس سے پہلے یہ رولز تھے کہ اختیار ی مضامین میں 33 فیصد مارکس یا 50 فیصد مجموعی مارکس لینے پر امیدوار کامیاب ٹھہرتا تھا۔ لیکن 2013 میں رولز میں ازخود تبدیلی کرکے مارکس لینے کی شرح میں سے یا کا لفظ ختم کر دیا گیا اور ہر اختیاری مضمون میں بھی 33 فیصد مارکس لینے کی شرط عائد کر دی گئی۔ اس رول میں تبدیلی کے بعد سی ایس ایس امتحانات میں کامیابی کی شرح 2008 میں 16فیصد سے کم ہو کر 2016 کے امتحانات میں صرف 2.9 فیصد رہی گئی۔ جبکہ ایف پی ایس سی نے کامیابی کا گراف نیچے گرنے کی تمام تر وجہ تعلیمی اداروں اور طالب علموں پر ڈال دیا۔ جبکہ سیکرٹری اسٹیبلشمنٹ ڈیژن کی طرف سے بھی اس رول میں تبدیلی کےلئے وفاقی حکومت ، وزیراعظم سے اجازت لازمی قرار دی گئی تھی۔
