HIGHER EDUCATION COMMISSION (H E C)

HEC is an independent and autonomous institution which was established in 2002 through an amendment in the constitution. It is responsible for making higher education policy and accrediting academic degrees. It can develop new institutions as well as upgrade the old ones. It plays a leading role in building knowledge based economy in Pakistan. HEC is empowered to grant scholarships for higher education and research both at home and abroad. It is also authorized to upgrade colleges and universities via assessing the level of research and development and other academic activities in the institutions. It is the successor organization of University Grants Commission (UGC).

Higher Education Commission (HEC) is continued to improve access to quality higher education as a key element of its strategy to bring higher education revolution in the country. HEC is focused on creating the knowledge capital and technology required to enable Pakistan to join the ranks of the industrially advanced countries. With the continuous support of Government of Pakistan, HEC has provided access to quality education to masses, upgraded teaching and research labs, provided merit and need based home-grown and foreign scholarships to the talented youth and free access to scientific literature through digital library.

The major themes have been studied with reference to three clusters of factors; the dynamics of the civil society and the working of the political institutions and processes, the military establishment and its organizational resources and professional and corporate interests; and the interaction across the functional boundaries between the military and the civil and its implications for the power balance in the polity.

The weaknesses of the civilian / political institutions and their inability to cope with diverse demands on the political system make it convenient for the senior commanders to expand their role and even assume power.

However, military intervention is not necessarily and enduring remedy but it is a part of the overall problems of weak civilian institutions and political decay.

The Central Superior Services (CSS) examination continues to remain one of the most prestigious, and indeed, one of the most daunting examinations in Pakistan. In reality, however, despite the substantial reforms that took place in the exam’s syllabus in 2016, the exam’s curriculum still requires drastic change and reform.

This change is necessary both to pick the most competent candidates for Pakistan’s civil service, and for the mental well-being of candidates themselves. This is so because the CSS exam and its nearly endless syllabus drains aspirants and imposes significant mental strain on students. In any drive towards reforming the syllabus, therefore, it is crucial to analyse the impact any reform will have on students and on the recruitment process.

Preface

This encyclopedia is about relations between India and Pakistan from 1947 to today, and it endeavors to trace and account for the principal vicissitudes in these relations in their several dimensions—political, military, economic, and cultural. It does not purport to be a detailed account of all aspects of India and/or Pakistan in these years, but it does make occasional reference to earlier history (e.g., of Akbar, Babar, or Aurangzeb) when doing so seems relevant to an understanding of more recent or even contemporary events.

Arguably Indo-Pakistan relations since 1947 have been in a state of Cold War, but such a description is inadequate because there have been diverse armed clashes between the principals (as in 1948, 1965, and 1971). Furthermore, on occasion (such as in 2003–2004) the dominant motif in official Indo-Pakistan relations has been the search for détente and the prospect of a lasting entente. Although this study is primarily about official, that is, intergovernmental relations between these two countries, I am aware and desire to indicate that this subject has its important nongovernmental dimensions and that treating the subject fairly involves taking due account of public moods, fears, hopes, and aversions.

Within this context what should be the role of our foreign policy? Since foreign policy has to serve the national interest it is not supposed to have an independent agenda of its own, independent, that is, of the national interest. It will of course have a very detailed agenda of its own. But it must flow from the agreed priorities of the national agenda. The national interests are many and varied. The standard list of what constitutes the national list is available from the Objectives Resolution and the Principles of Policy of the Constitution of Pakistan as well as any text book on politics and international relations. However, the essence of our national interest lies in the transformation of a pre-modern underdeveloped country in which the vast majority of the population is kept poor, uneducated, exploited and without hope by a narrowly based coalition of elite groups into a modern, economically developed and politically participatory democracy comprising educated, free and empowered citizens. If it is not this, it is nothing.
