1. Make a précis of the given passage and suggest a suitable heading: (20+5)

It was not so in Grece, where philosophers professed less, and undertook more. Parmenides pondered nebulously over the mystery of knowledge; but the pre-Socratics kept their eyes with fair consistency upon the firm earth, and sought to ferret out its secrets by observation and experience, rather than to create it by exuding dialectic; there were not many introverts among the Greeks. Picture Democritus, the Laughing Philosopher; would he not be perilous company for the desiccated scholastics who have made the disputes about the reality of the external world take the place of medieval discourses on the number of angles that could sit on the point of a pin? Picture Thales, who met the challenge that philosophers were numskulls by “cornering the market” and making a fortune in a year. Picture Anaxagoras, who did the work of Darwin for the Greeks and turned Pericles from a wire-pulling politician into a thinker and a statesman, Picture old Socrates, unafraid of the sun or the stars, gaily corrupting young men and overturning governments; what would he have done to these bespectacled seedless philosophasters who now litter the court of the once great Queen? To Plato, as to these virile predecessors, epistemology was but the vestibule of philosophy, akin to the preliminaries of love; it was pleasant enough for a while, but it was far from the creative consummation that drew wisdom’s lover on. Here and there in the shorter dialogues, the Master dallied amorously with the problems of perception, thought, and knowledge; but in his more spacious moments he spread his vision over larger fields, built himself ideal states and brooded over the nature and destiny of man. And finally in Aristotle philosophy was honoured in all her boundless scope and majesty; all her mansions were explored and made beautiful with order; here every problem found a place and every science brought its toll to wisdom. These men knew that the function of philosophy was not to bury herself in the obscure retreats of epistemology, but to come forth bravely into every realm of inquiry, and gather up all knowledge for the coordination and illumination of human character and human life.

2. Read the following passage and answer the questions that follow: (20)

“Elegant economy!” How naturally one folk back into the phraseology of Cranford! There economy was always “elegant”, and money-spending always “Vulgar and Ostentations;” a sort of sour grapeism which made us very peaceful and satisfied I shall never forget the dismay felt when certain Captain Brown came to live at Cranford, and openly spoke of his being poor …. not in a whisper to an intimate friend, the doors and windows being previously closed, but in the public street! in a loud military voice! alleging his poverty as a reason for not taking a particular house. The ladies of Cranford were already moving over the invasion of their territories by a man and a gentleman. He was a half-pay captain, and had obtained some situation on a neighbouring rail-road, which had been vehemently petitioned against by the little town; and if in addition to his masculine gender, and his connection with the obnoxious railroad, he was so brazen as to talk of his being poor why, then indeed, he must be sent to Coventry. Death was as true and as common as poverty; yet people never spoke about that loud on the streets. It was a word not to be mentioned to ears polite. We had tacitly agreed to ignore that any with whom we associated on terms of visiting equality could ever be prevented by poverty from doing anything they wished. If we walked to or from a party, it was because the weather was so fine, or the air so refreshing, not because sedan chairs were expensive. If we wore prints, instead of summer silks, it was because we preferred a washing material; and so on, till we blinded ourselves to the vulgar fact that we were, all of us, people of very moderate means.

Peter LaVenia – Trump’s recent decision to add troops in Afghanistan has nothing to do with combating terrorism (or mining mineral resources, or confusing militants as to when the US military might finally leave), no matter what the endless stream of pundits and think-pieces have argued since it was announced. After 16 years of occupation the Taliban control 48 of nearly 400 administrative units, the Islamic State has established a foothold, the United States supplies almost the entirety of the military and civilian budget, the Afghan military is incapable of functioning without US support, opium production has increased so that Afghanistan supplies 77% of the world’s heroin, and by the end of the next fiscal year the total cost of the 16-year Afghan war alone will be $1 trillion. Afghanistan and Pakistan have engaged in their worst border clashes in years as militants shift back and forth between both countries at will. Chinese troops operate openly in the country and conduct joint security exercises with Afghan forces. Russia is now debating a military intervention, ostensibly to counter the growing Taliban threat.

Haj: The Fifth Pillar of Islam

Haj is the fifth pillar of Islam. Allah Almighty has made Haj compulsory for those who can afford it or bear the expenditures of it. It means Haj is compulsory for that person who fulfilsall the financial responsibilities of his family members easily and can bear the expenses of Haj. He should visit Kabah in the days of Haj and perform Manasik-e-Haj. The meanings of Haj is to intend.According to Shariah Haj means have an intention to perform Haj. A person who has money and health must perform Haj. Haj has a great significance because it is the pillar of Islam. It is an important source of training and prayer or ibadat. It has the devotion of Namaz, patience of the Fast and a passion of Qurbani. The faith of a Muslim refreshes when he sees Maqamat-e-Ibrahimwhile performing Manasik-e-Haj. He promises to follow the teachings of Allah and Mohammad (PBUH) in future strictly. Then a great revolution takes place in his life.

The Holy Prophet (PBUH) said, “A person who visited Kabah, did not indulge in any discussion of sex or disobeyed Allah, he would return back to his home like a new born baby.” The Manasik-e-Haj include the journey of Haj, prayers in the days of Haj, wearing of ahram, observance of the orders of Allah about ahram, tawaf of Kabah, safa marwa, cutting of hair, visit to Mina, waqoof-e-Arafat and Muzdalfa in it. The aim of Haj-e-Mabroor (accepted by Allah) is that a Muslim should try to have the will of Allah, the desire for paradise, confession of sins, the forgiveness of Allah and shafat of the Holy Prophet (PBUH). Our Holy Prophet (PBUH) said, “Haj has a great reward for us and the reward for Haj-e-Mabroor is Paradise.”

Haj is a universal gathering and an ibadat (prayer) for the whole Ummah. The Muslims wear the same ahram and make the same pledge with Allah Almighty. They ignore the distinctions of colour, race, tribe and community. Every Muslim proclaims, “God is one. I am present before Him. I pray to Him. He is the creator of the whole universe.” The month of Ramadan creates a sense of piety among the Muslims. Similarly, the month of Haj refreshes the spirit of Islam and sacrifice among the Muslims. It will continue up to the Day of Judgment inshallah.

The movement of Islam and the universal gathering will continue. Kabah, which is the center of Islam will remain a source of light for all the Muslims whatever may be the conditions. This universal gathering will keep on creating a sense of fear among the enemies of Islam forever. Haj is a movement for peace. Allah has made the city of Makah as a symbol of peace. We cannot find such a blessing in any religion. At the time of Haj, millions of people from different countries gather in Kabah.

But the recent bloodshed in the Islamic countries like Syria, Iraq, Egypt, Yemen, Palestine, Occupied Kashmir, Afghanistan, Burma and African countries has created anxiety and unrest among the Muslims. The conspiracies of the west, America and Hindus against Muslims have caused restlessness in the Muslim world. The enemies of Islam want to make Islam unsuccessful as a system of life. They want to divide the Muslims on the basis of colour, race, region, language and sect. A campaign has been launched on social media regarding the expenditures of Haj and Qurbani. It is argued that there is much poverty in the society. The expenses of Haj and Qurbani are unaffordable. No doubt, Allah has forbidden the display of wealth. Allah has said in the Holy Quran, “The flesh and the blood of these animals do not reach there but your piety and faith.” The aim of Qurbani is that the rich should sacrifice the animals and poor people have the opportunity to eat the meat. It is in the Quran, “Eat and drink but do not spend money wastefully because Allah does not like it.” Qurbani is compulsory for a person who can afford it. He himself should take some part of the meat. He should also give away to his relatives and the poor. The act of Qurbani is dearest to Allah on the day of Eid. It is said in a hadith, “The animal will be brought with its horns and hooves and then weighed. Allah accepts the sacrifice before the blood falls on the ground. So, sacrifice whole heartedly.”

It is said in a hadith, “A person who can afford but does not perform Haj, no matter if he dies as a Jew or a Christian.”  Hazrat Umar said, “I have an intention to send my workers all around the country to find out those people that have a strong financial position but do not perform Haj. I would like to fine them. They are not Muslims.” The Holy Prophet saidthat five things are the basis of Islam, namely, oneness of Allah and Mohammad (PBUH) the Prophet of Allah, Namaz, Zakat, Haj and Fasts in the month of Ramadan. Haj and Umrah purify the soul of a man. He deserves the rewards and blessings of Allah on the Day of Judgment. During the journey of Medina and the visit toMasjid-e-Nabvi, Muslims remain in high spirits. It is the peak of their journey. Medina has a distinction of being a home of the Prophet Mohammad (PBUH) and the place of revelation. May Allah make this Haj a source of peace, love and unity. Ameen.

While we were all told the liberalism is the only way forward, it seems that the world has chosen to take a different course of action

Donald Trump’s win has led many to question the hidden sentiments of the silent majority. In fact, the unfolding of recent events – Brexit and Charleston church shooting – raises questions on the humanitarian facade created by the liberal governments. This coincides with recent terrorist attacks in Paris, Beirut, Turkey, Syria and Pakistan which indicates a rise of fundamentalist approach towards global issues.

Following 9/11, America proclaimed a war on terror but what it and the rest of the world failed to predict was that it will be plunged into terror itself. US – openly or via proxy – intervened in the politics of other countries and then succeeded in committing one blunder after the other in Afghanistan, Iraq, and Pakistan. The unanticipated results of such violence were massive radicalization of the public on both sides of the conflict. When ISIS rose up from the ashes of the Iraq war it brought along a new a reign of terror and shook the global community with its unorthodox approach to terrorism leading us to conclude that perhaps the ones being affected the most were those who didn’t hold any public office and weren’t heard on the media: the common man/women. Their fear had fermented – ever since 9/11 into something almost indistinguishable and barely impalpable, until now.

This hysteria and incessant need to secure the country from arriving ‘threats’ is partly due to the exaggeration of media. They painted a picture of extremist Muslims who hate and will kill all liberals and infect our free homeland with their conservative ideology. Or of the super smart Asian children who’ll steal jobs of the hardworking white nationals or maybe drug dealers from Mexico who’ll sedate the youth into dysfunction. They pieced together fragments of reality to create a story that froze us all in fear, a story that would sell. All these images seem almost comic however, that was the message sent out to the commoner.

Simultaneously, cosmopolitan leaders resided in their bubble where the world was progressing and more modern than ever, hence, it is more liberal than ever. What they failed to gauge was the affect of fear on the minds of the people. The media depicted a monstrous image of the east and ISIS and Al Qaeda did nothing but legitimise it. When it felt as if everyone was the same page and left wing ideologies were the guiding principles of the liberal world, Donald J Trump won.

Pop! Burst the bubble of liberalism that the world so comfortably resided in. Most were shocked at the hypocrisy of America – the most liberal country in the world. In fact, what they demonstrated was not stupidity nor ignorance but a want for change. Liberal leaders had chosen to conveniently ignore the silent majority. As they parade around with rainbow flags, the world forgot the simple truth, fear. Perhaps the rise of the right was fueled by the continuous failure of the left. Following the Orlando shooting, hysteria was on the rise and it spread like wildfire among the nation. They needed change, any change that gave them a sense of security in a time when people felt more vulnerable than ever. While Hilary played it politically correct and continued to assume that the world was inherently liberal and that there was a principle difference between the radicals and them. That’s why she lost; she ignored the fact that radical behaviors bring out radial reactions. I don’t condone extremism from either side, but the truth is the world is gripped tightly in it.

It’s necessary to point out that most of their supporters aren’t hardcore racist or white supremacist. In fact, they’re just simpleminded people who got caught in this war. While liberals championed human rights and equality, right wing ideologies such as big government policies, fundamentalism and nationalism grew dramatically. Seen in the case of the Brexit where immigrants were blamed for taking away jobs of the common white man and subsequently, the majority voted to opt out of the EU to gain control over immigration policies. People had chosen to side with the radicals because it’s the one that promised the biggest change. It was criminal on part of the left wing to blindside the majority and its growing fear. Their sentiments were never taken into account because they weren’t politically correct. One could argue that this was just a knee-jerk reaction to extremism. The people believed it would invade their homes so they decided to close their doors. While governments tried to distinguish themselves from the extremist, radical thought bred in their homes. In my opinion, it was inevitable.

It is also true that the perpetrators of the liberalism were the reason for its fall as well. The idea was great, it was promising and delightful to the common eye but the realities of the ideal were left unquestioned and unchallenged, almost as to preserve something that was so precious one had to forgive it flaws. So they forged the ideology and begun to implement it until its practical implications tore open the façade that was so delicately crafted. In truth, the world was never liberal. It was always dominated by conservative leaders and countries which had only just begun to transition into liberal democracies. However, the impatience of the left wing politicians sought to impose liberalism. Pakistan, India, and Bangladesh are just few examples. They neglected the entire process of becoming liberal and pushed governments to apply liberal policies or risk isolation. The UN, EU, World Bank, and World Trade Organisation were tools to needed to actualize the pressure. Alas, the third world joined the liberal revolution but was stricken with the grave complexity of having a conservative populous with liberal policies. Conservative parties were formed in an outrage and in order to ‘protect’ their identity the populous chose the most converse leaders. Enter Imran khan, Modi, Haseena Wajid to the scenario with a fresh wave of nationalism and radicalism.

That fear so morphed into a tool to push for anti-globalisation policies by leaders such as Trump and Farage. It was wielded as a weapon against all notions of cosmopolitanism and liberal politics. It was used to justify turning away refugees, for testing missiles and even for bombing thousands of civilians in the Middle East and Afghanistan. Subsequently a global trend towards radical ideologies began to catch on and leftist ideals which ruled most of the 1900s were abandoned in a wisp. The United States eventually joined clique of right wing politics by electing Donald trump as the leader of the country that was the fountainhead of liberal thought.

What’s surprising is that the world learned nothing from the fall of the British Empire. The colonies had revolted indeed because English culture and ideas for perceived as a threat by the locals. It was seen as an attack on their religion, culture and ideology and hence, the British faced a massive uprising in all of the colonies especially in the subcontinent. The British Empire was the original attempt at globalisation and a somewhat liberal world but it was rejected and torn apart as the colonies claimed independence. What is happening now resembles it in many ways. The liberals of the west tried to impose a system if political thought on the nations which were not ready to embrace it. As a result nations started to gravitate towards its antithesis: radicalism.

In the end we are all trapped in between fundamentalists, who both use the same tactics to achieve the same goals. For now, it seems, the world has spoken, named its choice as far as political approach goes. While we were all told the liberalism is the only way forward, it seems that the world has chosen to take a different course of action. In my opinion the flaw is not in liberal thought itself but its implementation in the context of current world scenarios. It remains a possibility but for another day.

Candidates will be expected to display such general knowledge of history, politics and International Affairs, as deemed necessary to interpret current affairs.

I.  Pakistan’s Domestic Affairs (20 marks)

  • Political
  • Economic
  • Social

II.  Pakistan’s External Affairs (40 marks)

  • Pakistan’s relations with its Neighbors (India, China, Afghanistan, Russia)
  • Pakistan’s relations with the Muslim World (Iran, Saudi Arabia, Indonesia, Turkey)
  • Pakistan’s relations with the United States
  • Pakistan’s relations with Regional and International Organizations (UN, SAARC, ECO, OIC, WTO, CW)
