1. President refuses to sign bill on LG polls in Islamabad

• Legal and political wrangling on the local bodies elections in the federal capital continued on January 1, 2023 as President Arif Alvi refused to sign the bill to increase the number of union councils (UCs).
• The bill was passed by the National Assembly and the Senate after the cabinet decided to increase the number of UCs from 101 to 125, ten days before the elections, leading to their postponement.
• `President Dr Arif Alvi has returned unsigned the Islamabad Capital Territory Local Government (Amendment) Bill, 2022 in terms of clause (1) (b) of Article 75 of the Constitution,` the presidency said on Twitter. Mr Alvi returned the bill observing it would further delay the local government elections


2. NSC likely to take `key decisions today

• In light of the spike in terror incidents in parts of the country, a second round of the National Security Committee (NSC) meeting will be convened on January 2, 2023 (today) to take `key decisions` concerning security and the economy.
• On Friday, the high-level body vowed to eradicate terrorism with full force and without any distinction before postponing the moot till Monday (today) so decisions could be finalised in view of proposals.
• Since it is quite unusual that NSC meeting continues into a second round, it is believed that decisions would be taken not only to deal with terrorism but also to stabilise the country`s crippling economy


3. Govt to borrow record Rs4.8tr via treasury bills in first quarter

• Amid a revenue setback in December and higher expenditure, mostly for debt servicing, the government plans to borrow a record Rs4.8 trillion in the first three months of 2023 through market treasury bills (MTBs).
• According to the auction target calendar issued by the State Bank of Pakistan (SBP) on New Year`s Eve on Saturday, it will hold a total of seven auctions beginning Jan 3 (tomorrow) a special auction to generate Rs300 billion even though there is no debt maturing during the week.
• The Federal Board of Revenue (FBR) on Saturday reported about Rs225bn revenue shortfall against the monthly target for December.
• The funds would be raised through MTBs of various durations of three, six and 12 months


4. Most CAREC nations have fractured food safety control systems: report

• Most countries in the Central Asia Regional Economic Cooperation (CAREC) programme, which includes Pakistan, have fractured food safety control systems that exhibit limited cooperation among the local and international agencies, and as a result, consumers are likely to face food safety risks.
• A report titled Strengthening Food Safety Systems in the Central Asia Regional Economic Cooperation Member Countries: Current Status, Framework, and Forward Strategies pointed out that the `food safety situation in the CAREC region is made severe by the complexity of food control systems adopted by each member country. This has resulted in wide variations in the structure and design of food control systems within the region` CAREC is an Asian Development Bank (ADB)-supported initiative, which was created in 1997 to encourage economic cooperation among countries in the Central Asian region.
• Participating countries are Afghanistan, Azerbaijan, China, Georgia, Kazakhstan, Kyrgyz Republic, Mongolia, Pakistan, Tajikistan, Turkmenistan, and Uzbekistan

5. US to keep close ties with India, Pakistan

6. Russia`s relentless raids claim four lives in Ukraine on New Year`s day

• Russia`s New Year assaults on Ukraine left four people dead and wounded dozens this weekend as Moscow on January 1, 2023 claimed to have thwarted Kyiv`s `terror attacks` on the homeland.
• The Ukrainian capital and other cities came under fire from missiles and Iranian-made drones on Saturday, killing three people.
• At least one drone had the Russian words `Happy New Year` scrawled on it in red, according to a picture released by Ukrainian authorities.

• Venezuela and Colombia were set to reopen the last stretch of their shared border that had remained closed for years in a diplomatic dispute now settled under new leadership.
• The South American neighbours were scheduled to reopen the Tienditas bridge, the last crossing still inaccessible since they restored diplomatic ties last year.
• The neighbors share a 2,200-kilometre border riddled with armed groups that have created insecurity by fighting over lucrative illegal trades such as drug trafficking and smuggling.
• It was partially closed seven years ago and completely blocked in 2019 when Venezuela`s leader Nicolas Maduro broke off diplomatic ties after Colombia under then president Ivan Duque questioned his 2018 re-election

• Luiz Inacio Lula da Silva took office on January 1, 2023 for a third term as president of Brazil, capping a remarkable comeback for the veteran leftist after he defeated far-right leader Jair Bolsonaro in October elections.
• The 77-year-old ex-metalworker, who previously led Brazil from 2003 to 2010, took the oath of office before Congress, vowing to `maintain, defend and obey the constitution` as he returned to lead Latin America`s biggest economy after a bitterly divisive election.
• Singing at the top of their lungs, parading with carnival style flare and waving giant red and rainbow flags, tens of thousands of people flooded Brazil`s capital for `Lulapalooza,` a presidential inauguration with a rock-festival vibe


9. Global economy faces tougher year, warns IMF chief

• For much of the global economy, 2023 is going to be a tough year as the main engines of global growth the United States, Europe and China all experience weakening activity, the head of the International Monetary Fund said on January 1, 2023.
• The new year is going to be `tougher than the year we leave behind,` IMF Managing Director Kristalina Georgieva said on the CBS Sunday morning news program `Face the Nation.` `Why? Because the three big economies the US, EU and China are all slowing down simultaneously, she said.
• In October, the IMF cut its outlook for global economic growth in 2023, reflecting the continuing drag from the war in Ukraine as well as inflation pressures and the high interest rates engineered by central banks like the US Federal Reserve aimed at bringing those price pressures to heel

10. Film on forced conversion bags international award

• A movie documenting the issue of forced religious conversion in Sindh has won an award at the Cannes World Film Festival.
• `The Losing Side` bagged the award in the category of `Best Human Rights Film` for the month of November, the Awards announced.
