1. Mini-budget among 16 bills bulldozed through NA

• The Pakistan Tehreek-i-Insafled coalition government bulldozed 16 pieces of legislation, including the two controversial bills required to meet the conditions of the International Monetary Fund (IMF), amid an opposition uproar both inside and outside parliament during a seven-hour sitting on January 13, 2022 night.
• Although the government managed to get both the Finance (Supplementary) Bill 2021 and the State Bank of Pakistan (Amendment) Bill 2021 passed from the lower house, it fell four shortofthekeyñgureof172 votes, which are required for the election of the prime minister, during voting on one of the amendments. The prime minister, who generally only attends parliamentary sittings at crucial junctures, remained in the house for most of the session`s duration, which lasted until midnight.


2. PPSC wants screening test for PMS exam

• The Punjab Public Service Commission (PPSC) has decided to introduce screening test ahead of the Provincial Management Service (PMS) written examination to ensure that only `serious` candidates should appear for the exam.
• It is reliably learnt that the PPSC had last year received some 31,000 applications for the PMS examinations and the commission made arrangements in seven regions of the province. However, only 7,000 candidates appeared for the examination as a result resources went down the drain.
• Considering this situation and in view of the Federal Public Service Commission`s (FPSC) precedent of introducing screening test primarily for same reasons, the PPSC has moved a summary to the Punjab government for consideration, seeking changes to rules to declare screening test a mandatory exam prior to appearing for the PMS written examination.
• It is learnt that the Punjab Regulations Department has endorsed the summary and moved it to the law department for vetting.


3. TTP confirms killing of its ex-spokesman

• The outlawed Tehreek-i-Taliban Pakistan (TTP)on January 13, 2022 confirmed the weekend killing of its former spokesman in neighboring Afghanistan and vowed to avenge the murder.
• The TTP announced on Twitter the death of the man known as Mohammad Khurasani, which is an alias. His real name was Khalid Balti.
• The confirmation comes days after security officials said the former spokesman for the TTP had been shot dead in Afghanistan`s Nangarhar province. The TTP did not confirm the claim until Thursday.
• The current TTP spokesman, who also goes by the name Mohammad Khurasani, said on Twitter that Balti was killed on Jan 9 while travelling.


4. RTI commissioners to get one-year tenure extension

• The Khyber Pakhtunkhwa government has decided to extend the three year tenure of the Khyber Pakhtunkhwa chief information commissioner and information commissioners by one year through legislation.
• The proposed amendments to the law for the purpose, which were endorsed by the cabinet lately, will be placed before the provincial assembly for approval.
• The documents available with Dawn show that the cabinet was informed that the amendment to the KP Right to Information Commission Act, 2013, was vital for the proper functioning of the RTI


5. SBP wins global award for Islamic banking

• Islamic Finance News (IFN), an arm of RED money Group, Malaysia, has declared the State Bank of Pakistan as the best central bank of2021across the world in promoting Islamic finance, said a press release issued on January 13, 2022.
• The IFN Best Banks Poll is regarded as one of the prestigious accolades in the global Islamic finance space, said the SBP press release, adding that the Bank Negara Malaysia stood second while the Saudi Central Bank secured the third position.
• The category of the best central bank in promoting Islamic finance is one of the closely fought contests among regulators competing for supremacy through exceptional advances made during the year


6. Taliban govt approves first budget

• The Taliban said on January 13, 2022 they have approved their first budget for Afghanistan since the Islamists returned to power in August, with no mention of foreign aid. International assistance represented 40 per cent of Afghanistan`s GDP and made up 80pc of its budget when the former US-backed government was in control.
• When it crumbled in August and the Taliban took command, Western powers froze billions of dollars in aid and assets in what the United Nations described as an `unprecedented fiscal shock`.
• `For the first time in the last two decades, we made a budget that is not dependent on foreign aid and that is a very big achievement for us,` said Taliban finance ministry spokesman Ahmad Wali Hagmal


7. EU ministers reject Russian `pressure` over Ukraine

• European Union ministers said on Thursday that they would not negotiate with Russia over Ukraine`s future while Moscow was massing troops at its neighbour`s border.
• While stopping short of threatening President Vladimir Putin with a military response, defence and foreign ministers from the bloc said an invasion by Russia of Ukraine would prompt severe sanctions and ruin Moscow`s relationship with the EU for decades.
• `Russian movements are part of the pressure,` EU foreign policy chief Josep Borrell told reporters on the sidelines of a meeting of EU defence and foreign ministers in Brest, France. There `should not be negotiation under pressure,` he said


8. Oxfam proposes wealth tax on Asia-Pacific`s rich

• Oxfam has proposed imposition of wealth tax of 2 to 5 per cent on Asia-Pacific`s multi-millionaires and billionaires that could raise an additional $776.5 billion every year to increase public spending on health in the region by 60pc.
• The world`s charity organisation, which focuses on the alleviation of global poverty, says in a report `Rising to the Challenge` that Asia`s richest 1pc now own more wealth than the poorest 90pc


9. India, China talks on border standoff end in stalemate

• Talks between Indian and Chinese military commanders on easing a 20-month border standoff ended without a breakthrough for the second time in three months, an Indian Defence Ministry official said January 13, 2022.
• The ministry said in a statement that the two sides had a frank and in-depth exchange of views in the meeting on Chinas side of the Moldo meeting point on Wednesday and would work to resolve the remaining issues, without specifying them.
• The previous round of commander-level talks in October also ended in a stalemate, with China accusing India of sticking to unreasonable and unrealistic demands, adding difficulties to the negotiations


10. Troops of Russia-led bloc begin pullout from Kazakhstan

• Russian troops were loading onto planes taking off from Kazakhstan on January 13, 2022 after President Vladimir Putin said their mission to quell protests that turned into unprecedented unrest in the Central Asian country had ended.
• The decision to dispatch troops was a first for the Moscow-led Collective Security Treaty Organisation (CSTO), an alliance of ex-Soviet states often touted by Russia as a Nato equivalent, following an urgent plea from Kazakhstan`s leadership.
• At a ceremony marking the end of the mission, soldiers lined up as anthems from each of the six member countries were played before official speeches.
