Three CMs walk out of economic forum meeting

After a walkout from the meeting of the National Economic Council (NEC), chief ministers of three provinces Sindh, Khyber Pakhtunkhwa and Balochistan said the country`s highest economic decision making body had lost quorum to approve next year`s development programme.
At a hurriedly called news conference, the chief ministers alleged the federal government did not include provincial schemes in the federal Public Sector Development Programme (PSDP); hence there was no use in sitting in the meeting presided over by the prime minister.
The federal government on the other hand said the NEC `reviewed and noted` the development programme for approval by theNational Assembly and also noted that it was not mandatory under the Constitution for the federal government to approve provincial annual development plans (ADPs) or for the provinces to approve federal PSDP.
`Approval of the NEC is not mandatory` for the federal PSDP or provincial ADPs, Prime Minister`s Adviser on Finance and Revenue Dr Miftah Ismail told. He said the federal PSDP was part of the federalbudgetthathadtobe approved by the parliament.

CCI unanimously approves the first-ever National Water Policy

The Council of Common Interests (CCI) on April 24, 2018 formally approved the National Water Policy (NWP) with consensus and directed Wapda, Punjab and Khyber Pakhtunkhwa to work out net hydel profit arrears for the two provinces in accordance with the A.G.N. Kazi formula.
A meeting of the CCI presided over by Prime Minister Shahid Khagan Abbasi also approved the National Water Charter that was signed by the four chief ministers.
The first-ever National Water Policy, which had faced delays for more than a decade, was finally approved on April 24, 2018 after removal of provincial reservations over its language.
The Centre and the provinces agreed under the policy that selection of water reservoirswould be made with consensus in line with the 1991 water apportionment accord and after thorough examination of their impact on sea intrusion, environmental protection and provincial water rights to secure surplus water inthe system.

Govt enforced energy, economic reforms, failed to privatise enterprises: report

The PML-N government has successfully implemented energy and economic reforms but failed to privatise public sector corporations that have become the reason for large economic losses, a think tank report has claimed.
The report was launched by the Policy Research Institute of Market Economy (Prime), which has been tracking the PMLN`s performance compared to its election manifesto.
Prime`s `Between Promises andPerformance` report stated that the economy has gradually found a growth trajectory that appears sustainable.
It said that inflation appears under control, but much of this may be a factor of external variables such as notably lower global oil prices during most of these years.
The report warned of high fiscal slippage, fallingreserves and piling debt.
The policy scorecard said the PML-N government had achieved around 67.3pc of their energy security targets.

Pakistan, Russia agree to boost military cooperation

Pakistan and Russia on April 24, 2018 reaffirmed their commitment to intensify bilateral military cooperation during meetings between the top military and security leadership of the two countries.
The resolve to expand existing bilateral military cooperation was expressed when Chief of the Army Staff (COAS) Gen Qamar Javed Bajwa opened his visit to Moscow with a meeting with Commander Russian Federation Ground Forces Col Gen Oleg Salyukov soon after National Security Adviser retired Lt Gen Nasser Janjua-led delegation discussed key security issues with Secretary of the Russian Security Council Nikolay Patrushev.
It was Gen Bajwa`s first visit to Russia.
His predecessor Gen Raheel Sharif had earlier visited Russia in 2015. The military contacts between the two countries that started in 2007 have strengthened military cooperation as seen from the joint drills of ground troops and the navies.

Saudi Arabia issues new sukuk to finance budget

Saudi Arabia said on April 24, 2018 it has completed the issuance of a new Islamic sukuk sale to help finance its budget deficit as the kingdom accelerates borrowing despite rising oil prices.
The finance ministry`s debt management office said it raised $1.3 billion from the sale of sukuk in three tranches maturing in ñve, seven and 10 years.
This was the second sukuk sale this year following a $4.8bn issue it completed last month.
Last week, the kingdom also raised $11bn in the sale of conventional bonds. In early March, it struck a deal to reñnance a $10bn loan and added another $6bn to it.

Delhi refuses to back Beijing over Belt and Road project

India refused to extend support to China`s ambitious Belt and Road infrastructure project at a foreign ministers` meeting of the Shanghai Cooperation Organisation on April 24, 2018. The refusal precedes a trip to China this week by India`s prime minister.
The Belt and Road Initiative (BRI) is Chinese President Xi Jinping`s landmark scheme to build infrastructure to connect China to the rest of Asia and beyond, a giant reworking of its old Silk Road.
India has not signed up to the initiative as parts of one key project, the $57 billion China-Pakistan Economic Corridor, run through Azad Kashmir.

Trump softens stance on Iran nuclear deal after meeting Macron

US President Donald Trump said on April 24, 2018 that after a White House meeting with French President Emmanuel Macron, he was `fairly close to understanding` the French position on the need to preserve the Iran nuclear deal.
Mr Macron is in Washington to persuade Mr Trump to keep the 2015 accord negotiated by the Obama administration.
President Trump has been threatening not to extend the pact af ter a May 12 deadline but France, which played a key role in the negotiations, wants it extended.
- Besides the US and Iran, Britain, France, Germany, Russia and China also signed it as guarantors.

10 security men martyred in Quetta
- Three suicide bombers attacked the police and other security officials in Quetta, in two different attacks, on April 24, 2018, resulting in the martyrdom of 10 policemen and injuries to another 15. The IG Balochistan expressed the likelihood of all the attacks being closely coordinated.
- In the first incident, a suicide bomber drove his motorcycle into a police truck, on a road leading to the airport, due to which seven policemen embraced martyrdom

‘Be Cautious’ campaign launched in Abu Dhabi
- The Abu Dhabi police have launched a campaign “Be Cautious” to create the awareness among residents of United Arab Emirates (UAE) about fraud messages on social media application such as WhatsApp.
- The Abu Dhabi Police warned that there were fraud messages on social media applications, such as WhatsApp, which imitate trademarks and trusted websites, with the aim of stealing personal information, such as usernames, passwords, credit card numbers and others that may lead to problems for users.
- The General Command of the Abu Dhabi Police has begun publishing stories of phone fraud victims on its social media platforms, as well as broadcasting videos and awareness messages in Arabic, English, Urdu and Filipino.
Facebook releases long-secret rules

Facebook Inc on April 24, 2018 released a rule book for the types of posts it allows on its social network, giving far more detail than ever before on what is permitted on subjects ranging from drug use and sex work to bullying, hate speech and inciting violence.
Facebook for years has had `community standards` for what people can post.
But only a relatively brief and general version was publicly available, while it had a far more detailed internal document to decide when individual posts or accounts should be removed.
