CSS 2020 Exams | Falling English Testing Standards

By: Anwar Ali

Mediocrity beckons mediocrity. Ask mediocre questions, receive mediocre answers, select mediocre candidates, and engrave mediocrity on the system – the odious concatenation that the Federal Public Service Commission (FPSC) has been trying to inflict upon Pakistan.

On February 12, with the subject of English, the FPSC initiated the yearly written examination of the candidates yearning for joining the Central Superior Services (CSS) of Pakistan. The first two papers – English Essay, and English precis and composition – laid bare the quality standards the FPSC had set for this year. Except one or two topics or questions, both papers offered a glimpse of the papers of 8th class.

The essay paper opened its door with a hackneyed topic, “Do we really need literature in our lives?” The rest of the essay topics followed suit: Agents of change, the Kashmir cause, democracy in Pakistan, the foreign policy, informal economy, promotion of tourism, freedom of speech, digital revolution, and IMF bailout package. These were oft repeated topics the notes on which have been now travelling from one generation to the next.

2019 in review: Who made news in Pakistan? (Dawn Report)

More often than not, it was the people at the centre of the stories who garnered interest.

If one was to go by Dawn.com’s readership, there was no bigger story in 2019 than the aerial dogfight between India and Pakistan in the aftermath of the Pulwama attack. But on the national front, there were other stories that gripped the nation, divided the nation and some which caught the nation off guard.
But more often that not, it was the people at the centre of these stories who garnered such strong reactions.
Here, we shortlist some of those newsmakers to give our readers a recap of the year that was 2019 in Pakistan.

How World Bank Arbitrators Mugged Pakistan

NEW YORK: Wall Street hedge funds and lawyers have turned an arcane procedure of international treaties into a money machine, at the cost of the world`s poorest people. The latest shakedown is a $5.9 billion award against Pakistan`s government in favour of two global mining companies Antofagasta PLC of Chile and Barrick Gold Corporation of Canada for a project that was never approved by Pakistan and never carried out.

Here are the facts.

In 1993, a US-incorporated mining company, BHP, entered into a joint venture (JV) with the Balochistan Development Authority (BDA), a public corporation in Pakistan`s impoverished Balochistan province. The JV was set up to prospect for gold and copper, and in the event of favourable discoveries, to seek a mining license. BHP was not optimistic about the project`s prontabihty and dragged its feet on exploration. In the early 2000s, it assigned the prospecting rights to an Australian company, which created Tethyan Copper Company (TCC) for the project.

United Nations Security Council (UNSC) on Kashmir (By: Dr.Zeeshan Khan)

Sun Tzu in his book ‘The Art of War’ says that the supreme art of war is to subdue the enemy without fighting. Recently, the painful story of Kashmir again started after revocation Of Article 370 and 35A Of Indian Constitution which was also the part of the manifesto of Indian Ruling BJP. Pakistan’s Prime Minister Imran Khan addressed joint session of his parliament and later parliament of Azad Kashmir to warn Indian Prime Minister Narender Modi against implementation of Hitler’s Nazi Mentality in Indian Occupied Jammu and Kashmir. In IOJ&K, more than twelve days of curfew, presence of extra troops in an already heavily militarised occupied territory. Additionally, sending in of RSS goons, complete communication blackout; with the example of Modi’s earlier ethnic cleansing of Muslims in Gujarat. Will world silently witness another Srebrenica-type massacre and ethnic cleansing of Muslims in IOJ&K? Pakistan wanted to warn that it will have severe repercussions and reactions in all over the world setting off radicalisation and cycles of violence.
