HIGHER EDUCATION COMMISSION (H E C)

HEC is an independent and autonomous institution which was established in 2002 through an amendment in the constitution. It is responsible for making higher education policy and accrediting academic degrees. It can develop new institutions as well as upgrade the old ones. It plays a leading role in building knowledge based economy in Pakistan. HEC is empowered to grant scholarships for higher education and research both at home and abroad. It is also authorized to upgrade colleges and universities via assessing the level of research and development and other academic activities in the institutions. It is the successor organization of University Grants Commission (UGC).

Higher Education Commission (HEC) is continued to improve access to quality higher education as a key element of its strategy to bring higher education revolution in the country. HEC is focused on creating the knowledge capital and technology required to enable Pakistan to join the ranks of the industrially advanced countries. With the continuous support of Government of Pakistan, HEC has provided access to quality education to masses, upgraded teaching and research labs, provided merit and need based home-grown and foreign scholarships to the talented youth and free access to scientific literature through digital library.

The Concept of a Constitution

The whole concept of a constitution emerged from the concept of Natural Law because it was thought that nature works on certain fundamentals and therefore, there is a harmony in nature. Thus human organizations must also work on certain fundamentals and only then, there will be harmony.

In the beginning, when the man was in the state of nature, no constitution was needed. The need for a constitution arose when the men decided to live in a society or a specified territory.

Born on the 12th of the Islamic month of Rabbi-ul-awwal in Makkah, the Holy Prophet (PBUH) was born in the darkest times of Arabia. There was no concept of religion; people worshipped idols made of stones, trees, rivers, the sun and even the moon. Heinous acts such as murder, rape, adultery, gambling was of the norm back then. Female infants were buried alive and grown women were treated as objects. During a dark time like this, where all the attractions of that sinful world were tempting enough to sway any person from the path of righteousness, the Holy Prophet (PBUH) grew up with totally different beliefs about that community as compared to other people. The Holy Prophet (PBUH) lost his father before his birth and then his mother at the age of 6 and his loving grandfather as well at the age of 8. He was then brought up under the protection of his uncle.
