Competitive Examination-2020, Determination of Eligibility of Candidates Prior to Conduct of Exam

It is submitted that in all 39,630 online applications were received for CE 2020. After processing of data in IT Wing, a list of ineligible candidates was provided. After scrutinizing the applications 3,471 candidates were actually found ineligible due to various reasons and their candidature have been proposed for rejection in terms of CSS Competitive Examination Rules 2019. However, out of these ineligible candidates, 01 candidate has submitted hardcopy of online application form unsigned, who may be allowed to appear in the examination provisionally subject to provision of Treasury Receipt of Rs.250/- as fine in FPSC head of account in terms of Rule 11 (8) of CE Rules 2019. Category-wise detail of rejected candidates is as under: –

The government has decided to reduce the age limit for CSS exams by two years.

According to sources, the government has proposed to reduce the age limit from 30 years to 28 years. The age limit for the examination of government employees has also been reduced by four years from 32 years.

Government is Planning to Introduce Screening Test for CSS Examination

The government is currently in the process of introducing a pre-screening test before participants can appear for the actual CSS examination. Following the PM’s approval, the proposal is now all set to come before parliament. The PM’s Special Adviser on Establishment says these changes are synonymous with the PM’s vision of transparency, integrity and efficiency-based governance. According to the adviser, the screening process will also split candidates into three groups: the Pakistan Administrative Service, Inland Revenue Service, and the International Relations group. Even though federal officials claim these reforms aim to eradicate the “superiority complex and lingering colonial mindset”, they seem to forget that the Civil Service itself is a derivation of the colonial legacy.

The Islamabad High Court (IHC) on October 8, 2019 appointed eminent lawyers Babar Sattar, Khawaja Haris and Ahmer Bilal Soofi as amici curiae for scrutiny of the quota system for induction in the Central Superior Services (CSS).

The court on a petition filed by 34 candidates for the CSS exam from Punjab also sought comments from the federal government.
