1. Govt directed to enforce SC verdict on Urdu language

• The Lahore High Court on February 13, 2023 directed the Punjab government to ensure implementation of a 2015 verdict of the Supreme Court to enforce Urdu as official language.
• Disposing of several petitions, Justice Muhammad Raza Qureshi observed that the high court was supposed to implement the judgments of the Supreme Court.
• The judge directed the government to submit a compliance report before the court through its deputy registrar (judicial) within a period of 30 days


2. IMF, Islamabad resume talks, virtually

• The International Monetary Fund (IMF) and Pakistan resumed their talks on February 13, 2023, with Islamabad hoping that these virtual discussions lead to a deal that eases up ever-increasing pressure on the country`s ailing economy.
• In Islamabad, Finance Secretary Hamed Yaqoob Sheikh told Reuters the `duration (of the talks) cannot be confirmed but we intend to wrap these up at the soonest`.
• Pakistan held 10 days of intensive tall(s with an IMF delegation in Islamabad from Jan 31 to Feb 9 but could not reach a deal.
• The IMF, however, said in an earlier statement that both sides have agreed to stay engaged and `virtual discussions will continue in the coming days to finalize the implementation details` of the policies discussed in Islamabad


3. US, Pakistan talks to enhance defence ties

• Pakistan and the United States began their defence talks in Washington on February 13, 2023 to enhance coordination on strategic issues and explore various options for ramping up bilateral military and security ties.
• The four-day talks, ending on Feb 16, is a second round of the Pakistan-US Mid-Level Defence Dialogue. The first round was held in Pakistan in January 2021.
• Chief of General Staff Lt Gen Mohammad Saeed is leading the inter-agency delegation that reached Washington on Sunday. The team includes senior officials from the Ministry of Foreign Affairs, Joint Staff Headquarters and three services headquarters. The US multi-agency team is represented by the office of the undersecretary of defence


4. Militant among two killed in Bajaur, North Waziristan

• Two, including an alleged militant, were killed and nine injured in three separate attacks in North Waziristan and Bajaur district on February 13, 2023.
• The alleged militant was killed and his three accomplices were taken into custody following an exchange of fire with security forces in the Sirkot area of Miramshah tehsil, officials have said.
• A security team was defusing a bomb after receiving information when militants opened fire.
• Local officials said in the ensuing exchange of fire with security forces, the militant was gunned down. Three security personnel and three civilians were injured with one soldier said to be in critical condition

5. Mystery deepens as China accuses US of sending balloons into its airspace

• China on February 13, 2023 accused the United States of flying balloons over its territory, hitting back against Washington`s claims that Beijing has been operating a Heet of surveillance aircraft around the world.
• Washington strenuously denied Beijing`s charges as `false` and insisted it was China alone that has surreptitiously flown spy balloons, as tensions ramped up between the two superpowers.
• The downing of an alleged Chinese airship off the coast of South Carolina earlier this month prompted a resolution in the US Congress condemning Beijing, while subsequent downings of other unidentified objects over North America in recent days have sparked widespread jitters and speculation as to their origins. Only the first object has been officially attributed to China, with Beijing insisting it was a civilian craft that had blown off course

• Wagner, a controversial Russian mercenary outfit which is active in the invasion of Ukraine but also in Africa, is a `formidable adversary` because of the price it is prepared to pay to achieve its goals, a French general said on February 13, 2023.
• Wagner, run by the businessman Yevgeny Prigozhin seen as close to President Vladimir Putin, is playing an increasingly important role in Moscow`s war in Ukraine as Russia seeks to reverse recent battlefield setbacks. It has employed unorthodox tactics, including a campaign to find new recruits in Russia`s prison system, but is also accused of committing serial abuses on the battlefield.


7. Portugal`s Catholic clergy sexually abused nearly 5,000 minors: inquiry

• Catholic clergy in Portugal have abused nearly 5,000 children since 1950, an independent commission said on February 13, 2023 after hearing hundreds of victims` accounts.
• Thousands of reports of paedophilia within the Catholic Church have surfaced around the world and Pope Francis is under pressure to tackle the scandal.
• The Portuguese inquiry, commissioned by the Church in the staunchly Catholic country, published its findings after hearing from more than 500 victims last year


8. Nato chief says Ukraine using more munitions than `we are producing`

• Nato needs `to ramp up production` of ammunition as Ukraine`s rate of usage is far outstripping current capacities and draining stockpiles, the defence alliance`s chief Jens Stoltenberg said on February 13, 2023.
• `The war in Ukraine is consuming an enormous amount of munitions, and depleting allied stockpiles,` Stoltenberg told journalists. `The current rate of Ukraine`s ammunition expenditure is many times higher than our current rate of production.
• This puts our defence industries under strain


9. Saudi Arabia to send its first woman into space

• Saudi Arabia will send its first-ever woman astronaut on a space mission later this year, state media has reported, in the latest move to revamp the kingdom`s ultra-conservative image.
• Rayyana Barnawi will join fellow Saudi male astronaut Ali Al-Qarni on a mission to the International Space Station `during the second quarter of 2023`, the official Saudi Press Agency said.
• It added that the astronauts `will join the crew of the AX-2 space mission` and the space flight will `launch from the US`.
