1. Tax the rich, subsidise the poor, IMF asks Pakistan

• Pakistan must ensure that its high earners pay taxes and only the poor get the subsidies if it wants to function as a country, the International Monetary Fund`s (IMF) managing director has said.
• `My heart goes to the people of Pakistan. They have been devastated by the floods that affected one-third of the population of the country,` Kristalina Georgieva told German broadcaster Deutsche Welle on February 9, 2023 on the sidelines of the Munich Security Conference.
• `What we are asking for are steps Pakistan needs to take to be able to function as a country and not to get into a dangerous place where its debt needs to be restructured,` she said


2. ECP turns down Alvi`s invite for `urgent meeting`

• The Election Commission of Pakistan (ECP) on February 19, 2023 declined a meeting with President Dr Arif Alvi for consultations on dates for elections to the Punjab and Khyber Pakhtunkhwa (KP) assemblies, saying the matter was subjudice.
• As the matter is pending before various judicial forums, the chief election commissioner could not meet the president, a letter by the ECP said, adding that a final decision regarding the consultation with the president will be taken by the commission in its meeting on Monday (today).
• A letter sent to the president`s secretary with the signatures of ECP Secretary Omar Hamid Khan said that letter of President Alvi inviting CEC Sikandar Sultan Raja for an urgent meeting was placed before the commission for consideration


3. UN announces $250m for most vulnerable people

• With a record number of people needing humanitarian aid around the world, UN Secretary General Antonio Guterres has announced $250 million for the United Nations Global Emergency Fund to help the most vulnerable people in some of the most forgotten crises.
• A statement from the United Nations described the unprecedented 2022 floods in Pakistan as an `underfunded crisis`, and said the new funds would bolster the humanitarian response to combat protracted food insecurity in DR Congo, Eritrea, Ethiopia, Honduras, Kenya, Lebanon, Madagascar and the impact of climate change in Pakistan.
• The $250 million allocation from the Central Emergency Response Fund (CERF) will help people in 19 countries. This includes 8 countries Afghanistan, Burkina Faso, Haiti, Mali, Nigeria, Somalia, South Sudan and Yemen that are home to more than 20 million people and just one step away from famine


4. First-ever girls literary festival held in N. Waziristan

• A girls literary festival was organised for the first time in North Waziristan tribal district to provide a competitive platform to female students and unravel their potential skills through extracurricular activities.
• The Adabi Mela, which continued from Feb 12 to 17, comprised of eight different categories, including recitation of Asma-ul-Husna (names of Allah), drawing and painting, Bait Bazi (a genre of poetry), Pashto poetry, declamation contest, Urdu quiz, national songs and essay writing to gauge the competitive skills of the participating students.
• A total of 146 students from different schools in the North Waziristan district participated in the event


5. Taliban shut Torkham border for `breach of commitments

• The Afghan Taliban authorities on February 19, 2023 closed down one of the main trading and border crossing points with Pakistan, accusing Islamabad of reneging on its commitments.
• The Afghan Taliban commissioner for Torkham said the border point had been closed down for travel and transit trade.
• `Pakistan has not abided by its commitments and so the gateway has been shut down on the directions of (our) leadership,` Taliban commissioner at Torkham Maulavi Mohammad Siddique tweeted. He advised the people of Afghanistan to avoid travelling to the border crossing in eastern Nangrahar province

6. Saudi Arabia announces new guidelines for travellers with pets

• Under Saudi Arabia`s new protocol for passengers leaving the country with pets, they must first seek permission from that country`s government to ship their animals abroad, a spokesman for Pakistan`s Civil Aviation Authority (CAA) said on February 19, 2023.
• He said that according to a notification issued by the Saudi government, airlines must inform passengers in advance about the new rules for shipment of pets.
• The General Authority of Civil Aviation`s (GACA) notification reads: `Airlines must inform passengers that it is necessary to submit import/export applications for animals through the new electronic link (https://nanma.sa), before travelling


7. US strategic bombers take part in air exercise with South Korea

• The United States and South Korea held a joint air exercise involving US strategic bombers on February 19, 2023, a day after North Korea fired a Hwasong-15 intercontinental ballistic missile (ICBM) in a `sudden launching drill`.
• South Korea`s Joint Chiefs of Staff said the exercise, where South Korea`s F-35A, F-15K and US F-16 fighters escorted American B-1B bombers, demonstrated the allies` `overwhelming` defence capabilities and readiness posture.
• `(The exercise) strengthened the combined operation capability and affirmed the United States` ironclad commitment to the defence of the Korean Peninsula and the implementation of extended deterrence,` the South`s military said in a statement


8. Ukraine to get French armoured vehicles within a week

• France said on February 19, 2023 it will begin delivering the armoured vehicles it has promised Ukraine in its war against Russia by next weekend.
• The vehicles, of the AMX-10 type and sometimes described as `light tanks`, are used for armed reconnaissance and attacks on enemy tanks.
• The first vehicles will be sent to Ukraine `by the end of next week`, Defence Minister Sebastien Lecornu told Le Parisien newspaper`s Sunday edition.
• He declined to specify the number of vehicles in the first batch, saying he did not want to give Russia any `strategic information`


9. Israeli air strike leaves 15 dead in Damascus

• An Israeli air strike on Damascus killed 15 people early on February 19, 2023 and badly damaged a building in a district housing state security agencies, a war monitor said.
• Civilians, including two women, were among those killed in `the deadliest Israeli attack in the Syrian capital` since the civil war began, said Rami Abdel Rahman of the Syrian Observatory for Human Rights.
• The overnight strike cratered a road and wrecked the adjacent 10-storey building in the Kafr Sousa district, which is home to senior state officials and Syrian intelligence headquarters, said the Britain-based Observatory


10. Taliban plan to turn military bases into economic zones

• The Taliban administration will move ahead with plans to turn former foreign military bases into special economic zones for businesses, the acting deputy prime minister for economic affairs said in a statement on February 19, 2023.
• The acting commerce minister had said in December that his ministry was working on the plan for former American bases and would submit it to both the economic committee led by acting deputy PM Mullah Abdul Ghani Baradar and to the cabinet for approval.
• `Following a thorough discussion, it was decided that the Ministry of Industry and Commerce should progressively take control of the remaining military bases of the foreign forces with the intention of converting them into special economic zones,` Mullah Baradar said in the statement
