1. Pakistan, Russia to sign oil supply agreement in March

• Pakistan and Russia decided on January 20, 2023 to address all technical issues insurance, transportation and payment mechanism to sign an agreement by late March this year for the supply of Russian oil and other petroleum products at discounted rates.
• `On crude products and future supply of oil products, we have already decided to draft an agreement and to sort out all issues that we have with regard to transportation, insurance, payments and volumes and we have already established the timelines for this agreement` for late March this year, said Russia`s Energy Minister Nikolay Shulginov at a joint news conference with Economic Affairs Minister Ayaz Sadiq.
• The news conference came after the conclusion of the three-day eighth session of the Pakistan-Russia Inter-Governmental Commission (IGC) on Trade, Economic, Scientific and Technical Cooperation

2. Senate committee clears bill to include computer programming in school syllabus

• A parliamentary committee on January 20, 2023 passed an amendment to Right to Free and Compulsory Education Bill 2022 aimed at prescribing computer science, coding and programming as fundamental right of elementary to high school students.
• The amendment was introduced to enable school students to understand and learn the skills of new technology.
• The Senate Standing Committee on Federal Education and Professional Training, which met with Senator Irfan Siddiquiin the chair, after detailed discussion passed the bill which was moved by PTI Senator Fawzia Arshad.
• However, the committee decided to visit madressahs to see the ground situation on the implementation of the curriculum involving technology and computers

3. ECP to pick CM as Punjab fails to reach consensus

• After a parliamentary committee constituted by the Punjab Assembly speaker failed to build a consensus on a candidate for the slot of the caretaker chief minister, the matter landed in the Election Commission of Pakistan for arbitration.
• The six-member committee with equal representation from the treasury and the opposition had only one day to deliberate upon the nominations made by outgoing chief minister Parvez Elahi and opposition leader Hamza Shehbaz. As per Article 224-A of the Constitution, the parliamentary panel has three days to select one of the four nominees, but due to a delay in the notification for the formation of the panel, the committee was left with only one day to mull over the names.
• Mr Elahi had nominated Cabinet Division Secretary Ahmad Nawaz Sukhera and former Punjab chief secretary Naveed Akram Cheema, while Hamza Shehbaz had endorsed the names of PM`s special assistant Ahad Cheema, and media house owner Mohsin Naqvi

4. KP agrees on Azam Khan as caretaker

• In a surprise move, Khyber Pakhtunkhwa (KP) Chief Minister Mahmood Khan and Leader of the Opposition Akram Khan Durrani late January 20, 2023 evening agreed on the name of former bureaucrat Mohammad Azam Khan for caretaker chief minister in the interim set-up.
• The decision was taken at a meeting attended by former defence minister Pervez Khattak and speaker Mushtaq Ghani besides the leader of the house and the opposition leader of KP assembly that was dissolved on Wednesday.
• `This is happening for the first time in the history of the province that chief minister and leader of the opposition have decided the caretaker chief minister,` Jamiat Ulema-i-Islam (Fazl) leader Mr Durrani disclosed to the media after deliberating on the names at the meeting, held at Speaker`s House

5. Khuhro returns unopposed on Senate seat left vacant by Vawda

• Senior Pakistan Peoples Party leader Nisar Khuhro on January 20, 2023 was elected unopposed as a member of the Senate on a seat fell vacant after resignation of former Pakistan Tehreek-i-Insaf leader Faisal Vawda.
• The Election Commission of Pakistan (ECP) last month announced the schedule for election on the Senate seat which fell vacant after resignation of the former PTI leader.
• According to the schedule issued by the ECP, polling for the vacant Senate seat was supposed to happen on January 2s in the Sindh Assembly building

6. NA speaker `removes the bails` of 35 more PTI lawmakers

• National Assembly Speaker Raja Pervaiz Ashraf on January 20, 2023 accepted the resignations of another 35 Pakistan Tehreek-i-Insaf (PTI) lawmakers and the Election Commission of Pakistan (ECP) readily declared their seats vacant while the PTI accused the speaker of being `biased and partisan` and termed his move `immoral and illegal`.
• The speaker, who had previously refused to accept the resignations without personal verifications, has already accepted 81 resignations, out of 131 submitted by the members belonging to the PTI and lone Awami Muslim League (AML) member Sheikh Rashid in April last year after the ouster of then prime minister Imran Khan following a no-confidence motion against him.
• With two seats falling vacant one of PTI Chairman Imran Khan due to his disqualification by the ECP and that of Jaffar Leghari due to his death the speaker still holds the resignations of 48 PTI members with him

7. Greenland at its warmest in 1,000 years, says study

• Temperatures in parts of Greenland are warmer than they have been in1,000 years, the co-author of a study that reconstructed conditions by drilling deep into the ice sheet said on January 20, 2023.
• `This confirms the bad news that we know already unfortunately (It is) clear that we need to get this warming under control in order to stop the melting of the Greenlandic ice sheet`, climate physics associate professor Bo Mollesoe Vinther of the University of Copenhagen said.
• By drilling into the ice sheet to retrieve samples of snow and ice from hundreds of years ago, scientists were able to reconstruct temperatures from north and central Greenland from the year 1000 AD to 2011

8. No deal at Nato meeting on tanks for Ukraine

• No decision on supplying Leopard 2 tanks to Ukraine was reached at a meeting of allies in Germany, Poland`s defence minister said on January 20, 2023, though he remained optimistic that efforts to provide them would end in success.
• Defence Ministers of 15 countries met on the sidelines of today`s conference and we talked about this topic,` Mariusz Blaszczalc told reporters at the US-run Ramstein air base.
• `I am convinced that coalition building will end in success. We must do everything to help Ukraine so that the war does not spill over to Nato territory,` Blaszczak said

9. UN deputy chief in Kandahar for talks with Taliban

• The United Nations` deputy secretary general met the deputy governor of Afghanistan`s Kandahar, provincial authorities said on January 20, 2023, a rare meeting by a foreign envoy with the Taliban`s leaders in its southern heartland.
• Amina Mohammed is visiting Afghanistan this week and had already met Taliban authorities in Kabul, as well as UN staff and aid groups, to discuss ways to promote and protect women`s rights.
• Her visit comes less than a month after Taliban authorities banned most female NGO workers, leading many NGOs to partially suspend operations

10. S. Arabia links Israel normalisation with two-state solution

• Saudi Arabia will not normalise ties with Israel in the absence of a two-state solution with the Palestinians, the kingdom`s top diplomat has said, according to a tweet by the foreign ministry on January 20, 2023.
• The comments by Prince Faisal bin Farhan Al Saud on the sidelines of the World Economic Forum in Davos came as Israeli Prime Minister Benjamin Netanyahu discussed normalisation with Saudi Arabia in talks with White House National Security Adviser Jake Sullivan in Jerusalem on Thursday.
• `True normalisation and true stability will only come through giving the Palestinians a state,` Prince Faisal told Bloomberg at the summit
