1. Pakistan hits back at India over `gratuitous accusation`
• New Delhi should abjure its policy of state terrorism in Indian Illegally Occupied Jammu and Kashmir (IIOJK) and against Muslims in India instead of hurling baseless allegations against Pakistan, the Foreign Office said in a statement on October 3, 2022.
• The Foreign Office (FO) issued the statement in a riposte to Indian External Affairs Minister Subrahmanyam Jaishankar`s `irresponsible and gratuitous remarks` made at Vadodara last week in which he accused Pakistan of involvement in international terrorism.
• The FO urged New Delhi to allow Kashmiris to exercise their right to self-determination in accordance with their aspirations and UN Security Council resolutions.
• The statement called upon the international community to hold India accountable for its patronage of terrorist entities and for insdgadng unrest in neighbouring countries
2. Pakistan can benefit from US `relaxation` on Russia oil
• Pakistan can be one of the beneficiaries of a US decision to `keep Russian oil available` in the market for lower and middle income countries, a State Department spokesperson told Dawn on Monday.
• The spokesperson said that this relaxation should not be seen as a move towards easing the sanctions the US has imposed on Russia for invading Ukraine in February this year, but he was quick to point out that `other countries will have to make their own choices based on their own circumstances in terms of energy imports`.
• Earlier, it was reported that the US had allowed Pakistan to `cut a short term cut rate deal for Russian crude oil`, but there was no clarity on the mechanism under which this could be achieved, nor was there any confirmation from the US government in this regard
3. Geneva appeal upped to $816m amid fears of disease surge
• The United Nations and Pakistan will present a revised appeal for the `Floods Response Plan` in Geneva on Tuesday (October 3, 2022), seeking $816 million to control a surge in water-borne diseases following the country`s worst floods in decades, the UN resident coordinator for Pakistan announced on October 3, 2022.
• During a press briefing in Geneva, Julien Harneis said, `We are now entering into a second wave of deaths and destruction with the wave of diseases malaria, dengue, skin diseases, cabbies and acute malnutrition.
• `There will be an increase in child morbidity and it will be pretty terrible unless we act rapidly to support the government in increasing the provision of health, nutrition and water and sanitation services across the affected areas
4. Pakistan`s economy `expected to slow down` amid global downturn
• Pakistan`s economy is expected to slow down this year after the strong bounce last year from the Covid-linked contraction in 2020, according to a report of the United Nations Conference on Trade and Development (UNCTAD) released here on October 3, 2022.
• Mounting debt burden and falling foreign exchange reserves had already pushed Pakistan into negotiations with International Monetary Fund (IMF) even before the situation turned critical as devastating floods killed thousands of people, ruined crops and destroyed infrastructure across the country, stated the UN`s `Trade and Development Report 2022`.
• About the record-shattering floods in Pakistan, the report mentioned that this illustrated the vicious circle of climate disaster and austerity into which vulnerable developing countries risk falling, as global warming accelerates amid insufficient international climate support for countries whose per capital CO2 emissions remain a fraction of advanced countries
5. Senate body to invite stakeholders to discuss Transgender Persons Act
• The Senate Standing Committee on Human Rights on Monday decided to invite religious scholars, medical and legal experts, human rights activists, Nadra chairman and the representatives of transgender community to discuss amendments to the Transgender Persons (Protection of Rights) Act 2018.
• At the start of its meeting, the committee chairman Senator Walid Iqbal apprised the meeting of the legislative history of the Act as it was approved by both the houses of parliament between August 2017 and May 2018.
• The meeting also discussed the two amendment bills moved by Senator Fawzia Arshad of the PTI and Senator Mushtaq Ahmed of Jamaat-i-Islami (JI).
• Senator Mohsin Aziz of the PTI, who too moved an amendment to the Transgender Act 2018, was specially invited to the committee

6. Army chief to receive honour cordon at Pentagon today
• US Secretary of Defence Lloyd J. Austin will host an enhanced honour cordon on Tuesday for Chief of Army Staff (COAS) Gen Qamar Javed Bajwa when he arrives at the Pentagon for an official meeting.
• The pooled press will be given access to the event, although there will be no briefing.
• An enhanced honour cordon is reserved for the US president, vice president, statutory appointees, general or flag officers of the US military, foreign dignitaries occupying positions comparable to these US officials, and for occasions in which such ceremonies promote international goodwill
7. Bill to reshape PMDC passed amid uproar
• Amid strong protest by the opposition, the Senate on October 3, 2022 passed a bill seeking to reconstitute the Pakistan Medical and Dental Council (PMDC) after dozens of amendments were inserted into it.
• Leader of Opposition Dr Shahzad Waseem of PTI objected to the `long list of fresh amendments`, suggesting the bill should be sent to the committee again. `They [the government] should have no problem as they have majority in the panel,` he maintained.
• While the treasury benches underlined the urgency to get the bill passed saying it`s about the future of medical students, the opposition members alleged that the proposed legislation was meant to `create a lot of incompetent medical professionals and serve the vested interests of a mafia`
8. UK govt makes U-turn on tax cut for the rich, but vows to go ahead with reform
• Britain`s under fire finance minister Kwasi Kwarteng on October 3, 2022 vowed to press on with his controversial economic reform plans, despite announcing a dramatic U-turn on a controversial tax cut for high earners.
• The proposed cut was part of a debt-driven economic package that has bombed with the markets, the electorate and much of the ruling Conservative party.
• The abrupt reversal raised questions about his and Prime Minister Liz Truss`s right-wing policy agenda, less than a month after taking power and a day after both vowed to stay the course
9. Paabo wins medicine Nobel for decoding ancient DNA
• Swedish paleo geneticist Svante Paabo, who sequenced the genome of the Neanderthal and discovered the previously unknown hominin Denisova, on Monday won the Nobel Medicine Prize.
• Paabo`s research gave rise to an entirely new scientific discipline called paleo genomics, and has `generated new understanding of our evolutionary history` the Nobel committee said.
• `By revealing genetic differences that distinguish all living humans from extinct hominins, his discoveries provide the basis for exploring what makes us uniquely human, it said in a statement
10. Pakistan down Bangladesh to go top in Women`s T20 Asia Cup
• Pakistan went top of the Women`s T20 Asia Cup league round standings after beating hosts Bangladesh by nine wickets at the Sylhet International Cricket Stadium on Monday.
• It was the side`s second win in a row after they opened their campaign with a victory over Malaysia by an identical margin.
• Pakistan struck early after Pakistan captain Bismah Maroof won the toss and put Bangladesh in to bat when pacer Diana Baig cleaned up opener Shamima Sultana.
• It was over to the Pakistan spinners after that with Nida Dar, Omaima Sohail and Sadia Iqbal sharing four wickets between them. Diana took another wicket to restrict the hosts to 70-8 in 20 overs
