1. Elections seem less likely as NSC announces anti-terror ops

• Amid a thorny debate in political circles over the conduct of elections in Punjab in mid May, the top civil and military leadership on April 7, 2023 reaffirmed their commitment to thwart terror threats and vowed to re-launch the National Action Plan (NAP) within 15 days to crush militants reportedly coming in from Afghanistan.
• Without directly blaming the previous PTI government for the resurgence of terrorism in tribal districts along the border with Afghanistan, they agreed to initiate new multi-pronged and comprehensive operations, as well as combined efforts on the diplomatic, security, economic and social fronts for the elimination of terrorism in all its forms and manifestations.
• A committee formed for the purpose would present its recommendations within two weeks to implement the policy and draw its parameters


2. Saudis okay $240m for Mohmand Dam project

• Saudi Fund for Development (SFD) on April 7, 2023 signed an agreement to extend a $240 million loan to Pakistan for the construction of the $1.2 billion Mohmand Multipurpose Dam project and help transition towards green energy.
• The agreement was signed by the Chief Executive Officer of SFD Sultan Abdulrahman Al-Marshad, and the Federal Secretary for the Ministry of Economic Affairs Dr Kazim Niaz. Saudi Ambassador Nawaf bin Said Al-Malki also witnessed the signing ceremony.
• The Ministry of Economic Affairs said the loan agreement showed a strong partnership between Saudi Arabia and Pakistan in achieving sustainable development goals (SDGs) as Mohmand Dam was a major hydropower complex that will contribute to Pakistan`s energy security, increase sustainable water supply for agriculture and human consumption and improve resilience to floods


3. Baloch separatist group founder arrested in Panjgur: ISPR

• The military has claimed the arrest of the founder of the banned Baloch National Army (BNA) during an intelligence-based operation in the Prom area of Balochistan`s Panjgur district.
• In a statement released on April 7, 2023, the military`s media wing said the `hardcore militant` was identified as Gulzar Imam alias Shambay.
• `A High-Value Target (HVT) was arrested in an `innovatively conceived, carefully planned and meticulously executed` intelligence operation spanning over months and across various geographical locations, ISPR said in a statement.
• Imam was the founder and leader of the banned outfit BNA, which came into being after the amalgamation of the Baloch Republican Army and United Baloch Army, ISPR added


4. Taftan trade gateway to reopen after nine years

• The government has decided to reopen Taftan Bazarcha Business Gateway on a trial basis from April 8, 2023 (today), almost nine years after it was closed in2014 over security reasons.
• According to officials, the high-ups of Pakistan Customs, National Logistic Cell (NLC) and business leaders of Quetta Chamber of Commerce and Industry (QCCI), have reached Taftan to make arrangements for the reopening of the gateway.
• The Q CCI has long been demanding reopening of the Bazarcha Gateway.
• They claimed that the closure affected small businesses and deprived the locals of jobs

5. Moscow threatens to scrap Ukraine grain deal

• Russian Foreign Minister Sergei Lavrov on April 7, 2023 threatened to abandon a landmark grain deal with Ukraine if obstacles to Moscow`s exports remained.
• Negotiated in July by Turkiye and the United Nations, the agreement allows Ukraine one of the world`s top grain producers to export grain through a safe corridor in the Black Sea.
• `If there is no further progress in removing barriers to the export of Russian fertilisers and grain, we will think about whether this deal is necessary,` Lavrov told a news conference in the Turkish capital Ankara, alongside his counterpart, Mevlut Cavusoglu

6. Xi aims to `counter` US with lavish treatment of Macron

• China`s Xi Jinping has given French President Emmanuel Macron an unusually lavish welcome on a state visit, which some analysts see as a sign of Beijing`s growing offensive to woo key allies within the European Union to counter the United States.
• The two leaders visited southern China together on April 7, 2023, where Macron drank Chinese tea with Xi in a former residence of his father in the city of Guangzhou, capital of the economic and manufacturing powerhouse of Guangdong province.
• Such forays by Xi with visiting leaders are rare


7. China sends warships, aircraft around Taiwan

• China sent warships and aircraft near Taiwan for a second day on April 7, 2023 and said the island remains its `inseparable part`, after President Tsai Ing-wen angered Beijing by meeting US House Speaker Kevin McCarthy.
• Three Chinese warships sailed in waters surrounding the self-ruled island, while a fighter jet and an anti-submarine helicopter also crossed Taiwan`s air defence identification zone (ADIZ), said the defence ministry in Taipei.
• Tsai returned on Friday after visiting Taiwan`s dwindling band of official diplomatic allies in Latin America, with two US stopovers that included meetings with McCarthy and other lawmakers. `We let the international community see that Taiwan is more united when facing pressure and threats,` she told reporters, describing her trip as a success


8. US asks Turkiye to stop trade with Russia

• Turkiye has agreed to stop the transit of sanctioned western goods to Russia after pressure from the G7, a senior US official said on Thursday, cautioning that Washington would monitor Ankara`s trade data with Moscow in anticipation of a drop.
• James O`Brien, head of the US State Department`s Office for sanctions coordination, said Turkish officials had been `very clear` with various governments and agencies that they had put in place a ban on the re-export of sanctioned goods to Russia.
• `It will take us some time to see it, but we will see trade data from March and April and we will expect to see this trade dropping dramatically,` O`Brien said


9. Saudi Arabia, Oman to hold ceasefire talks with Houthis

• Saudi and Omani envoys are planning to visit Yemen`s capital Sanaa next week to negotiate a permanent ceasefire deal with Iran-aligned Houthi officials and end an eight-year-old conflict there, two people involved in the talks said.
• The move signals that regional rifts are easing after rivals Saudi Arabia and Iran agreed to restore relations last month following years of hostility and backing opposite sides in Middle Eastern conflicts, including Yemen.
• A visit by Saudi officials to Sanaa is an indication of progress in Oman-mediated talks between the kingdom and the Iran-aligned Houthi movement, which run in parallel to United Nations peace efforts. Oman, which shares borders with Yemen, has been trying for years to bridge differences between Yemen`s warring parties, and more broadly between Iran and Saudi Arabia and the United States. A permanent ceasefire in Yemen would mark a milestone in stabilising the Middle East.
• If an agreement is reached, the parties could announce it before Eid holiday starting April 20, the sources said
