1. SC puts on hold non-existent law in pre-emptive strike

• In an `anticipatory injunction`, the Supreme Court on April 13, 2023 barred the government from enforcing a proposed law targeting the suo motu powers of the top judge, saying the move would `prevent imminent apprehended danger that is irreparable` as soon as the bill becomes an act of parliament.
• `The moment that the bill receives the assent of the president or it is deemed that such assent has been given, then from that very moment onwards and till further orders, the act that comes into being shall not have, take or be given any effect nor be acted upon in any manner, said an interim order issued on Thursday evening by an eight-member bench.
• `The court has great respect for parliament but it also has to examine if any constitutional deviation, violation or transgression has taken place while enacting the Supreme Court (Practice & Procedure) Bill, 2023,observed Chief Justice of Pakistan (CJP) Umar Ata Bandial, who was heading the bench


2. Parliament `defies` SC order, turns down bill for poll funds

• Perhaps for the first time in the country`s parliamentary history, the National Assembly on April 13, 2023 rejected a money bill that the government had tabled to seek funds for conducting polls in Punjab and Khyber Pakhtunkhwa in line with Supreme Court`s orders.
• Separately, the house adopted another strongly-worded resolution against the judiciary over attempts to `usurp the authority of the Parliament to legislate and interfere in its constitutional jurisdiction`.
• The house rejected the Charged Sums for General Election(Provincial Assemblies of the Punjab and the Khyber Pakhtunkhwa) Bill 2023 with a majority vote after Finance Minister Ishaq Dar informed the house that the standing committee had recommended not to approve the bill he introduced on April 10


3. NA approves second tax amendment bill in a hurry

• The National Assembly on April 13, 2023 hurriedly passed a second tax amendment ordinance bill of 2022 without waiting for the report of a parliamentary committee.
• Finance Minister Ishaq Dar tabled the bill titled `Tax Laws (Second Amendment) Bill 2022` in the lower house through a supplementary agenda, followed by another motion seeking relaxation of rules to put to vote the bill without the National Assembly Standing Committee on Finance report on the bill.
• The ordinance was approved by the National Assembly, and then by the legislature without making any comments on its contents.
• On Aug 23, 2022, the government promulgated the second tax amendment bill to impose Rs38 billion through taxes, however, the ordinance has not initially been placed in the parliament to make it a law


4. Top brass to brief in-camera NA sitting on security today

• The top military leadership will brief members of the National Assembly on the security situation prevailing in the country during an in-camera sitting of the lower house of parliament on April 14, 2023 (today) as lawmakers from the newly-created tribal districts of KP forcefully opposed the government`s decision to launch a fresh military operation, vowing to `resist` such an action in the region.
• The announcement of the briefing was first made by Speaker Raja Pervaiz Ashraf and later by Prime Minister Shehbaz Sharif on the floor of the house after three lawmakers from the treasury benches protested last week`s cabinet and National Security Committee decision to launch a military operation against militants in areas bordering Afghanistan


5. Criminal prosecution service Ordinance promulgated

• Governor Balighur Rehman on April 13, 2023 signed and promulgated the Punjab Criminal Prosecution Service (Amendment) Ordinance of 2023.
• The ordinance has been promulgated by amending the Punjab Criminal Prosecution Service (Constitution, Functions, and Powers) Act 2006 (Ill of 2006). The said Act has been amended to regulate the services of the prosecutor general conforming to the accepted norms of the client-attorney relationship.
• The governor also signed the Punjab Undesirable Cooperative Societies (Dissolution) (Amendment) Ordinance 2023 which came into force with immediate effect.
• This ordinance has been promulgated by amending the Punjab Undesirable Cooperative Societies (Dissolution) Act, 1993

6. Zero-markup loans for e-bikes, rickshaws

• Under criticism over a proposed fuel subsidy scheme ahead of elections, the government on April 13, 2023 approved a subsidised electric bike and rickshaw scheme through Prime Minister`s Youth Programme at an initial estimated cost of about Rs7.5 billion.
• The decision was taken at a meeting of the Economic Coordination Committee (ECC) of the Cabinet that also approved about Rs15bn loan guarantee to Pakistan International Airlines (PIA) and the sale of over 20,000 tonnes of sugar at a controlled rate of Rs95 per kg in Punjab as retail prices jumped following export permission.
• The meeting presided over by Finance Minister Ishaq Dar also allowed the declaration of Customs Station Angoor Adda as an authorised export land route to Afghanistan and through Afghanistan to central Asian republics


7. IMF chief urges world to avoid a `second Cold War`

• Countries must do more to avert the costly consequences of growing global trade fragmentation, and help avert a `second Cold War,` the International Monetary Fund`s (IMF) managing director said on April 13, 2023.
• `I am among those who know what are the consequences of a Cold War: it is loss of talent and contribution to the world,` Kristalina Georgieva said during a press conference at the official start of the World Bank and IMF`s spring meetings.
• `I don`t want to see that repeating, she said, adding that the world should `rationally accept there will be some cost, there will be some fragmentation, but keep these costs low.` Georgieva was born and raised in Bulgaria, a former Soviet satellite state


8. Qatar and Bahrain re-establish relations

• Qatar and Bahrain announced late on April 13, 2023 that they had agreed to end a long-running diplomatic feud and re-establish relations.
• Bahrain in 2017 joined Saudi Arabia, the United Arab Emirates and Egypt in imposing a diplomatic blockade on Qatar. The countries’ rivalry goes back even further, however, and Bahrain is the last to renew ties.
• Agreement on the reconciliation was reached in talks at the Gulf Cooperation Council headquarters in Saudi Arabia, Qatar’s foreign ministry said


9. US airman arrested over classified leaks

• FBI agents on April 13, 2023 arrested a young national guardsman suspected of being behind a major leak of sensitive US government secrets including about the Ukraine war.
• US Attorney General Merrick Garland announced the arrest made `in connection with an investigation into alleged unauthorised removal, retention and transmission of classified national defense information`.
• Addressing a news briefing, Garland named the suspect as Jack Teixeira previously identified by US media as a 21-year-old airman, and the apparent leader of an online chat room where the document trove first emerged


10. Arab nations meet today to end Syria`s isolation

• Saudi Arabia was preparing on April 13, 2023 to host an Arab regional meeting on ending Syria`s isolation at a time of dizzying diplomatic shifts following its deal to resume relations with rival Iran.
• Friday`s nine-nation talks in Jeddah, the Red Sea gateway to Makkah, come after Syria`s foreign minister arrived on a previously unannounced visit the first since the outbreak of the country`s civil war in 2011.
• It was one in a flurry of events that were nearly unthinkable before Saudi Arabia and Iran`s landmark, Chinese-brokered announce-ment on March 10 that they would resume ties, seven years after an acrimonious split
